80% of the county hospitals will have cardiology sections, and the number of specialized doctors will increase by 10%, according to the national srategia for the control of cardiovascular and cerebrovascular disease 2025-2030 approved by Executive.
80% of county hospitals will have cardiology sections
The national strategy for combating cardiovascular and cerebrovascular disease 2025-2030 (SNBCC) approved by the Government Decision aims to increase the level of health of the population and the medical rehabilitation of patients with cardiovascular and cerebrovascular disorders, by increasing the quality of the medical services and the accession of the medical services and access to equitable to specialized medical services, considering that cardiovascular and cerebrovascular disease (BCC) have at present the biggest negative impact among the population, at risk, especially avoidable, disability and mortality.
“The need for a systemic reform regarding the national management of the diseases in this category, in accordance with the national health strategy 2023-2030, it follows as a result of the fact that cardiovascular and neurovascular diseases are the main causes of death at national level, but also the main cause of disabilities among the Romanian population, according to the national system. OECD, Romania is located on one of the first places in Europe in terms of mortality for preventable or treatable causes, with a significantly higher rate than the European average, conditions in which the strategy aims to reduce these differences between the health of Romanians related to the other citizens of the European Union ”the government reported on Monday.
According to him, the objectives and measures provided in the strategy approved by the Government take into account an integrated approach in the prevention, detection and diagnosis of cardiovascular and cerebrovascular pathologies, their treatment and monitoring, as well as ensuring optimal care routes to the specialized medical services, to the standards of the field. It is foreseen to increase the diagnostic capacity and to ensure the necessary resources from the point of view of the number of specialists, their geographical availability and the formation of skills and expertise, but also from the point of view of the necessary equipment, as well as to improve the fair access to cardiovascular and cerebrovascular rehabilitation programs.
The strategy also gives priority to the development of the information system in health, but also to research programs and innovation initiatives in the field of cardiovascular and cerebrovascular diseases, through non-reimbursable financing and national and/or international public partnerships.
The main objectives of the strategy
In this regard, the strategy aims, among others:
• at least 80% of the county hospitals will have a dedicated guard cardiology section;
• the establishment of 20 community centers for the care of chronic BCC patients in the next 5 years;
• increasing by at least 20% of the number of ATI units dedicated to BCC treatment;
• reaching in the next 7 years of a number of procedures performed annually similar to the average of the European countries;
• increasing by at least 20% of financing for complex procedures;
• the 15% increase in the number of cardiovascular and neurological rehabilitation centers and the modernization of all existing ones;
• guidance of at least 70% of eligible patients discharged from hospitals treating BCC to be guided to medical rehabilitation centers;
• At least 50% of counties to own BCC prevention centers
• increasing by at least 10% of the number of cardiologists per 100,000 inhabitants;
• increasing by at least 15% of the number of physiotherapists, psychologists and nurses specialized in cardiovascular and neurological rehabilitation;
• increasing at least 20% of the number of cardiological consultations performed in the integrated ambulatory of the county hospitals;
• implementation of at least 3 local support measures in county hospitals;
• Development of at least 2 mobile applications and specialized online platforms with a use rate by at least 20% of patients;
• Ensuring at least one cardiologist in 1 beds in cardiology sections and at least 1 doctor in 3 units of surveillance and advanced treatment of cardiac patients;
• reducing by at least 20% of the average transport time of major cardiovascular emergencies to intervention centers;
• the establishment of a register of patients with high vascular risk at national level.
Regarding BCC prevention, the strategy provides for measures to reduce smoking, diet optimization, as well as actions to promote an active lifestyle at any age and special programs for people with increased cardiovascular risk and those with physical disabilities.
The strategy aligns with the other strategic documents in the field of health elaborated within the PNRR and reaches all the points in the national health strategy 2023-2030.
