National IVF program 2024 begins. How money is given to couples facing infertility

Monday, July 29, 2024, registrations begin for the National IVF Program, which offers hope to couples facing infertility. Through this program, the Ministry of the Family grants financial support of up to 15,000 lei for medicines and specialized medical procedures recommended in Romania.

Complete files can be submitted from Monday, starting at 9:00 AM. This year, the program has funds for 10,000 procedures, and financial support is granted in chronological order of submission of complete and declared eligible files. All documents required for registration must be submitted exclusively in electronic format, on the UP Comunitate digital platform. Files received by other means will not be considered.

On Monday, July 29, 2024, at 9:00 a.m., the submission of files for the Social Program of national interest to support couples and single people, to increase the birth rate, will begin. All documents related to the registration file will be submitted exclusively in ELECTRONIC format on the DIGITAL PLATFORM Up Comunitate! Which can be accessed using the link https://up-comunitate.ro/. We specify that documents received by any other means (post/courier/e-mail, etc.) will NOT be taken into account. We note that all documents uploaded to the Platform must be in PDF format.“, stated the Ministry of Family.

Who can sign up

Women who wish to enroll in this program must be between the ages of 20 and 45. Complete files can be submitted starting Monday, July 29, 2024, from 9:00 a.m.

Infertility is a disease classified by the World Health Organization (WHO) as the fifth most disabling condition globally. In Romania, one in five couples face infertility.

Infertility affects a large number of couples in Romania. The World Health Organization estimates that one in five couples suffer from infertility and shows an incidence of 15% of all couples in the world. The costs of an in vitro fertilization are very high, far exceeding the amount allocated in the year 2023 per couple, but it was a breath of fresh air for all couples and single women who were in the situation of not being able to conceive a child naturally. And in 2020, the fewest children of the last century were born in Romania; in 2021, from the last 130 years; in the first semester of 2023, the lowest number in the last 145 years.”, says Carina Ioana Georgescu, the initiator of a petition to resume the national IVF program, on the Declic website.

Every 10 years, Romania loses a million inhabitants, but recently the process seems to have accelerated, according to official data. More precisely, data from the National Institute of Statistics show that, in the last month of 2023, only 11,431 children were born, while 21,917 people died. And these figures come after our country registered a negative birth record in the first quarter of last year, when only 73,000 children were born, “lowest number in 145 years”.

Documents required for registration

The enrollment file in the National IVF Program must include:

– Signed application form

– Declaration on their own responsibility that they have not been the beneficiaries of such a program

– Medical document certifying the diagnosis of infertility

– Certificate certifying the quality of the insured

Questions and Answers – IVF Program 2024

The Ministry of the Family answers the most frequent questions of potential beneficiaries of the IVF 2024 Program:

1. Does a user account need to be created on the digital platform?

Answer: Yes, the account can be created from July 27, 2024. Documents can be uploaded from July 29, 2024, 9:00 AM.

2. Can the documents be sent by post, courier or e-mail?

Answer: No, the documents must be submitted exclusively electronically on the Up Comunitate platform.

3. In what format can the documents be uploaded?

Answer: Documents must be scanned and uploaded individually in PDF format.

4. Do we have to write “as original” on all documents?

Answer: No, only copies of identity documents need to be certified “as original”.

5. If I’m missing one document, can I upload the others and the missing one later?

Answer: No, the file must be complete at the time of submission.

6. Who selects the files and on what criteria?

Answer: The selection is carried out by the evaluation commissions of the Ministry; financial support is granted in the chronological order of submission of complete and eligible files.

7. What is the “IVF indication” document?

Answer: It is provided for in Annex 1b of the FIV 2024 Methodological Norms and is only valid after the selection of health units participating in the FIV 2024 Program.
