Official from the Ministry of Health: “26 billion lei, the global health system development program through investments, digitization, green transition”

Alexandru Rogobete, secretary of state in the Ministry of Health, announced that the total value of the accumulated funds that will reach the Romanian Health System is 26 billion lei.

The announcement was made within the framework of the second conference Europa Connect-Health EU Summit – European health policies and their impact on Romania – promoted by Gândul.

“We can no longer talk only about PNRR at the moment, it must be looked at integrated and we are talking about a global program, in fact, development of the health system through investments, digitalization, green transition. We are talking about approximately 26 billion lei accumulated from all these funding sources PNRR, the Health Operational Program, the World Bank, the National Infrastructure Investment Program financed by the EIB, respectively the state budget 2022-2027 accumulated approximately 26 billion now”announced Alexandru Rogobete, the person responsible for the implementation of the PNRR on Health.

According to the quoted source, if it is about new infrastructure with money from the National Recovery and Resilience Plan (PNRR), the funds are intended for the construction or rehabilitation of hospitals.

“If we were to focus on PNRR and only on the investment side, without reforms, without many other things that have been done so far, at the moment – today, now that we speak – there are 14 parallel construction sites underway either of new health units, or the rehabilitation or construction of new hospital buildings within the existing ones. We add the three severe burns centers from Timișoara, the most advanced, Târgu Mureș and “Grigore Alexandrescu”, the first severe burns center for children in Romania, to which are added the three regional hospitals that are also under construction. Their implementation stage is similar. They have recovered, please, initially there were discrepancies, Iași was the most advanced, now they have balanced and are running somewhat in parallel”, added the Secretary of State in the Ministry of Health, for the cited publication.

13 billion lei from the National Health Infrastructure Investment Program

The National Health Infrastructure Investment Program became operational about three weeks ago. “PNRR’s older brother, the National Health Infrastructure Investment Program. The Ministry of Health issues notices of opportunity in order to finance these objectives. Here we have a budget of 13 billion lei and the program is carried out in partnership with the Ministry of Investments and European Projects”stated Rogobete.

The Secretary of State also spoke about digital systems, which have evolved since the writing of the PNRR until now. “Here we are talking about a 400 million euro global project, which includes the digitization and expansion of the IT system of the National Health Insurance House, the digitization of the Ministry of Health and its subordinates – and here I am also referring to the ANMDR, the National Institute of Dermatology, etc. amd -, a unique national telemedicine system and 207 beneficiary hospitals, of 190 million euros globally, for the digitization of the administrative, clinical flow and interoperability with other digital systems”, pointed out Rogobete.

All these investments also came with a series of other measures: the National Priority Actions Program, which directly finances the Intensive Care Units, those for stroke, for AVC, acute endovascular myocardial infarction, serious trauma and others.

“Here, budgets have increased significantly. I give only one concrete example: in 2021, in December, the budget for AP ATI was closed with 89 million lei, and this year it reached 320 million lei. This upward trend, doubling, tripling, please, applies to all priority actions. The largest, with a multiplier effect, if I can call it that, the budget was for AVC, where it has now reached 120 million, starting from 20, in just two years“, stated the state secretary in the MoS.
