The Code of Urbanism, which is in the adoption procedure, would significantly simplify the process of obtaining the building permits. Some types of buildings and annexes would no longer require a building permit.

The most important changes provided in the new code of urbanism refer to the elimination of the approval “in the waterfall”, the exemption of authorization for the small constructions and the possibility of building some unifamilial houses in the rural area without authorization, only with the project realized by the specialist, reports the Unirea newspaper. Other measures provided are the digitization of the process and the introduction of the simultaneous opinion for all the institutions involved.
The new urbanism code provides for several types of constructions that would no longer need authorization. These are family houses, in the rural area, with an area of maximum 150 square meters and on a single level, terraces, garages or summer kitchens.
“It is a model inspired by the West, adapted to modernize the construction sector in Romania. By digitizing the urban planning certificates and building permits, we aim to relieve the local authorities of excessive administrative tasks, offering citizens faster and more efficient solutions. The urbanism code will be the cornerstone for a simpler, more flexible and transparent urban system”, Stated Cseke Atilla, the Minister of Development, according to the quoted source.
The building permit could be replaced with a quick notice from the town hall, and the owners would present a project prepared by a specialist.
If it meets the criteria of the area, the City Hall will approve the construction in just 15 days. Thus, the constructions will be more accessible and some procedures will be simplified, the Minister of Development added.
