Teachers say that the degree exam is a major problem of the education system and that persists for years. Teachers criticize the obligation to support annually the competition to occupy vacancies or reserved despite the fact that year by year they get grades over 7. “We consider that a clear and equitable regulation of our status is required, which will take into account the accumulated professional experience and the results obtained at previous exams. The current procedure not only generates instability and uncertainty for qualified supplements, but also affects the continuity of the educational act, to the detriment of the students and the entire education system ”, they claimed the teachers in the petition.
“We request the organization of an official debate with the representatives of the Ministry of Education, during which the possibility of introducing measures to support the qualified substitutes with grades over 7 and finalized will be analyzed. Given the importance of this problem for teachers and the entire educational system, please give us the opportunity to participate in a debate in which to exhibit our arguments and to identify viable solutions together with the ministry representatives ”, they also ask for teachers who signed the petition.
Daniel David: “We will inspire ourselves from European practices”
Recently, Minister David said that, indeed, the degree exam that is currently taking place suffers serious deficiencies, and this must be corrected. “We have a procedure, a methodology and an old practice”, David said in his first press conference, suggesting that he would be inspired by the employment practices. “We have a procedure and an old methodology and practice. Of course it is worth analyzing and I said that if we can improve it, we do it. But that I would not want to do as someone thinks. For me any change like this should be done otherwise: what is a set of good European practices? Of course, there are diverse there, but we are oriented and then we have arguments that we could be so. “We need a reform. And the title system must be rethought so that we keep the good things that exist until now – and, from my discussions with many good teachers or with people in the unions area, the title system also has elements. You have the exam at national level, not laii (employment – n.red.) Completely, so to speak, at the disposal of a school where it can interfere with more political or other influence ”, said the minister on another occasion.
Daniel David stressed that, at present, there are many good teachers who take exams and still fail to become holders. “There are also things that do not work well, positions that should be, in fact, indeterminate and which are presented as for a fixed period. And we have those good people who take exams over exams and fail to reach an indefinite period. So it is clear that among the June policies will be the rethinking of the title system, especially since in the current form, again, looking at practices from various countries, I did not meet this mechanism. ”recognizes the official.
The statements of the minister David come in the context in which, in the current system of employment in schools, through the national degree contest, candidates with grades over 9 and even 10 do not find their positions, ie on contracts for an indefinite period. In addition, in the last year the teachers who have obtained grades over 7 – who allow them to access titularized positions, for an indefinite period – have asked not to repeat the title contest if they have notes over 7.
