Preparation of registration
March 3- Displaying the school constituencies and the proposed schooling plan, respectively the number of preparatory classes allocated, at each educational unit, including on its site, if there, and on the site of the school inspectorate. The display, at the headquarters of each educational unit and on its website, if there, or on the website of the school inspectorate, for the educational units that do not have their own site, of the information that allow the parents to know the specific activity of the preparatory class within the unit. , such as: the possibility of organizing the education process within a kindergarten in the school structure or in the school consortium, the possibility of organizing the program “School after school”, photographs of the space in which the activity is carried out in the preparatory class.
March 5 – Posting on the website of the County Centers of Resources and Educational Assistance/Center of the Bucharest Municipality of Resources and Educational Assistance (CJRAE/CMBRAE) of the standard application model for evaluating the development of children 6 years between September 1-December 31, 2025 Including and who did not attend the kindergarten for reasons related to the disease, the lack of infrastructure at local level, the temporary domicile abroad.

March 6 – Announcement, by displaying at the headquarters of the educational unit/on its site, of the specific separation criteria elaborated by the educational units, following the consultation of the teachers and the social – unions, the representative council of the parents – after verifying the existence of discrimination elements of to the legal advisor of the school inspectorate, and approved in the Board of Directors of the educational unit. Announcement, by displaying at the headquarters of the educational unit/on its site, the list of documents that prove the fulfillment of the specific criteria for separation and the procedure regarding the establishment of students.
March 7- Evaluation of the development of children who are 6 years old between September 1 – December 31, 2025 and issuing the recommendation for enrollment in primary education for children who attended the kindergarten:
● registering the applications transmitted/submitted to the educational units with a pre -school level for obtaining the registration recommendation in the preparatory class;
● issuing/transmitting to the parent by the educational unit with a pre -school level of the registration recommendation in the preparatory class or in the large group, as the case may be;
For children who have not attended the kindergarten or returned from abroad:
● the registration by the CJRAE/CMBRAE of the evaluation applications, submitted/transmitted by the parents for the children who meet the criteria provided in art. 7 para. (1) of the methodology of enrolling children in primary education)
● Planning by CJRAE/CMBRAE of the organization of the evaluation; displaying and communicating programming to participate in evaluation;
● conducting the evaluation of children by CJRAE/CMBRAE;
● issuing/transmitting to the parent by CJRAE/CMBRAE of the registration recommendation in the preparatory class or in the large group, as the case may be;
● the resolution by the county commission/ of the municipality of Bucharest to register the children in the primary education (the county commission/ of the municipality of Bucharest) of the exceptional situations that require the postponement of the registration in the primary education.
March 27- The transmission of the minutes that include the lists with the names of the children and the results of the evaluation, respectively the registration recommendation in the preparatory class or in the large group, as the case may be, from the pre-school educational units or CJRAE/CMBRAE, to the County Commission/of the Municipality of Bucharest.
Completing and validating Typ of Typ of enrollment in primary education
March 28 – May 6 – Completing the type-type applications by the parents/ legally established parents/ legal representatives, online or at the educational unit requesting the registration of the children; Submitting/transmitting the type-type applications to the educational unit requesting the registration of the children, including the recommendation recommendation in the preparatory class, as the case may be, respectively the declaration on their own responsibility and the necessary documents in a simple copy; Validation of registration sheets generated by the computer application.
The first stage of enrollment in the preparatory class 2025
May 6-9- The processing by the National Commission for the registration of children in the primary education (National Commission) of the type of registration, with the help of the computer application and the distribution of children at the constituency school.
May 12-19 – Processing at the level of the educational units, based on the information from the type of registration and the documents submitted/transmitted by parents/legally established/legal representatives, the applications requesting the enrollment to another educational unit than the school of constituency, on the remaining places. The admission or rejection of their requests, at the level of the enrollment commission from the educational units, by applying the general and specific criteria of separation and the validation by the Board of Directors of the educational unit of the candidates admitted in this phase; Marking, in the computer application, of the applications – type of registration for the candidates admitted in this phase.
May 20 – The processing by the National Commission of the Typ of registration, with the help of the computer application and the distribution at the Circumscription School of the Children whose parents/legally established/legal representatives have requested the enrollment to another educational unit than the constituency school, but They were not admitted due to lack of places and which expressed in this phase the option for enrollment in the constituency school.
May 21 – Display in the educational units and on the website of the School Inspectorate of the registered candidates and the number of places left free.
Second Stage of Enrollment in Preparatory Class 2025
May 22 – Communication, by displaying at the educational units and on the Inspectorate’s website, of the specific procedure for distributing children on the available places; Informing the Ministry of Education and Research by the County Commission/of the Municipality of Bucharest, regarding the specific procedure for distributing children on the available places, in the second stage. The procedures will aim to communicate and transfer online documents, as the case may be.
23-29 May – Submission/transmission of the type-type application to the secretariat of the educational unit in the first position between the three options expressed for the second stage by the parents of the children who were not included in any educational unit in the previous stage or who did not participate in the first stage.
May 30 – June 5 – Validation of the type-type requests for the educational unit in the first position in the options regarding the registration of children.
June 6-11 – The processing at the level of the educational units of the registration type requests submitted by the parents/legally established/legal representatives, applying the specific procedure elaborated by the School Inspectorate, based on the general and specific criteria, within the available places; The completion in the computer application of data from the type of registration for the candidates registered at this stage.
June 12- Display at each educational unit of the final lists of children enrolled in the preparatory class.
1-5 September – The centralization and resolution by the School Inspectorate of the requests of the parents/ legally established/ the legal representatives of the children who have not yet been enrolled in a educational unit. The resolution by the School Inspectorate of any other situation regarding the enrollment in primary education, taking into account, with priority, the best interest of the child.
Documents required to enroll in the preparatory class
- Cardboard envelope file;
- The birth certificate of the child (copy and original);
- A copy of the parents’ identity document;
- The original identity document of the parent who registers the child;
- Certificate of marriage or where appropriate for the child’s entrustment decision – (copy and original);
- If the enrollment is requested in a different school than the constituency school, in addition to the above mentioned documents, the parents also submit documents that prove the fulfillment of the separation criteria;
- In case the enrollment is requested in a different education unit than the constituency school, the parent will mention, by checking this option in the application-type application, if he agrees with the child’s registration at the constituency school, in case he does not will be admitted to the requested school, due to lack of free places;
