He shrugged helplessly. The phenomenon cannot be stated. The reason? Although there are laws, they are not respected. And the police have no way to check this because it cannot be self -identified. What does float visa law say and how is shattered

The granting of the floating visa is regulated by a modification brought to the emergency ordinance 97/2005 regarding the record, domicile, residence and identity documents of the Romanian citizens. This change establishes that more than ten people cannot be registered with an address. Failure to comply with this provision is sanctioned with a fine from 75 lei to 150 lei.

“In the identity document, the home address cannot be registered in the identity document if more than 10 persons are registered in the national register of records. It provides for the project that was adopted two years ago.

But this law does not prevent parents from buying visas nor homeowners to sell, as long as they sell only 11 “pieces”. Therefore, the traffic with such documents is not disturbed. But the law says one more thing: if one person lives in another address for more than 15 days, he must request a floating visa. Another aspect that, again, does not prevent black traffic.

Cosmin Andreica, the chief of Europol, explains the reason: “The phenomenon of floating visa trafficking cannot be kept under control because I, as a policeman, have no reason to know what is the intention of the parent and the owner, what they discussed in particular. We have the Government Ordinance 97 which regulates the obligation of people to apply their floating visa in the situation where they live for more than 15 days in a location. However, once they arrived at the police, both the parent and the owner declare that the 15 days have already passed ”, he told the “truth”.

“And nobody has to check whether or not that parent has lived there and if he lived at that time. Only the owner, who will obviously confirm. We take, practically, a act that has already taken place and which we cannot verify. The only moment when the police can intervene when these floating visas are sold.” also stated Cosmin Andreica. Therefore, the problem is not that we would not have laws to regulate this phenomenon, but that they are not respected, and their violation is not punished.

Every parent wants the good of his child and will not think twice if he can give him a better school, said Daniel Sustac. “On the other hand, law is law and must be respected. And who does not respect it, must pay, be sanctioned. ”

The parent also points to one aspect: the students enrolled in “fits” schools could feel on their own skin the effects of the parents’ decision. “This migration of students to schools that do not belong leads to an unnecessary agglomeration of these educational units, to super-agglomerated classes, to a program in two, maybe even in three shifts. There are consequences that come to the pack with this illegal practice. The situation of the students is endangered in the general way. ”

Expert in Education: “We are witnessing an unjustified worship of parents”

Marian Stas, an expert in education, acknowledges that this scourge will be very difficult to scratch because responsibility is not just in the hands of a single actor. “We cannot blame only on the system. It would not be correct. Because there are many parents worry unnecessarily. It is true, there are famous schools, but from here until the hysteria of the visas is a long way. We are witnessing a general confession of parents about almost every school and system. We are talking about an excess of pressure of parents who have no meaning. My feeling is that, often, parents have the wick too short and light up too quickly in relation to what the society offers. ”

Luiza Moraru, the director of Titu Maiorescu School in Bucharest, said that the school cannot verify the way in which the parents came into possession of the floating visas. “We cannot verify the veracity of these things, the visa. Therefore, if the school has no lever, no resources to verify these documents, if the police cannot self -identify, what is it to be done then? Specialist: “Responsibility is all”

Education expert Marian Staș considers that we are, as a society, in a deadlock. “There is no clear solution for what happens year by year around the registration in the zero class. We have laws. We are not missing. Maybe the non -observance should be sanctioned. It must be worked criminally: a file, an investigation made seriously, sanctions applied. But, until we have this courage, things will remain the same, tolerated. ”

The expert considers that the responsibility belongs to the education system, the parents, but also to the authorities. “There are two distinct aspects here. One is the educational one, that is, the one that belongs to the infrastructure and the quality of education and the second is the one related to safety and public order, what the safety of children means. As long as they are still approximate, things will come out bad.”

A fictional floating visa is sold on the Internet with amounts between 250 and 300 euros.
