Several investigations instrumented by the National Anticorruption Directorate have revealed corruption related to employment in the medical system.
Posts in hospitals, put “for sale”
One of the latest investigations showed that, at the Dolj Ambulance Service, some people who wanted to get hired were getting rates to be able to pay the bribe required by the institution’s management. According to DNA, a man would have given 50,000 lei for an ambulance driver, but he did not receive the post. In October 2024, the heads of the institution were detained by prosecutors, being investigated for giving and taking bribes for employment.
Investigators established that they received not only money, but also food (meat, cheese, cakes) to “arrange” employment at the Ambulance and the CFR Hospital.
At the searches, 800,000 euros were found at the Ambulance Service manager, Cristian Gîngioveanu, and his father-in-law, Constantin Găvan, the one who intermedy. In the autumn of 2024, the latter would have received 30,500 euros from four people to intervene in addition to his son -in -law, the ambulance manager, in order to hire them. In addition, contest topics have been provided “under the hand”, so that certain candidates are sure that they pass the employment exams.

Also in 2024, Dan Morenciu, the former director of the County Ambulance Service (SAJ) Neamt, was sentenced to 4 years and 6 months in prison, being accused of receiving tens of thousands of euros for frauding employment exams.
A DNA investigation at the Botoșani County Hospital led to the detention of 11 employees and former directors of the institution for corruption offenses. The interceptions showed that, in 2019, a position of medical assistant could be bought with 8,000 euros, but its price increased up to 15,000 euros in 2023. And for the washing stations, some candidates paid 5,000 euros, and for those of caretaker or stretcher, between 5,000 and 7,000 euros.

How do Romanians see the myth of the bone for employment
The DNA investigations of recent years have shown that the habit of “buying positions” in the medical system could not be eradicated in Romania.

Some employees in the medical system believe that obtaining positions in hospitals can be provided without a bribe and that its myth should disappear.

Another Romanian tells that his wife has recently engaged in a hospital in Vaslui County, but there was no need to offer bribes.

You get hired somewhere, one hundred percent you gave money, but it’s not so in all cases ”he adds.
Unprepared nurses are easy to “betray”
A doctor claims that bribery to obtain a nurse or nurse may prove useless.

A medical assistant says he has not yet met someone to recognize that he has come to work because he had piles or gave money, although he knows for sure that there are such cases – he sees them daily and he has the “luck” to work with them.
He adds that he knows exactly which of his colleagues would manage to take the employment contest if he took place again, and in his opinion, most would not even take note 5.

Both he and his wife were engaged through the competition, without giving someone bribe. And ten years ago, he adds, rumors circulated that only with the help of thousands of euros, they can provide their job in hospitals, but reality has contradicted expectations.
