The Ministry of Education has established the procedure for completing the teaching rules for the 2025-2026 school year, meant to support the teachers affected by the reduction of the norm or by the restraints of activity.

Thus, the title teachers who cannot complete their teaching norm for the 2025-2026 school year nor at the level of the County School Inspectorate have the opportunity to be allocated up to 4 hours for remedial training or stimulating the teaching excellence, according to the official procedure regarding the establishment of the teaching-evaluation-evaluation norms.

The requests of the teachers who could not complete the norm of 20 hours in the school and those affected by activity restrictions will be resolved in the distribution sessions organized by the school inspectorates between August 20-22, 2025 and, if necessary, and in the subsequent stages, according to the new calendar of the mobility of the teachers.

Also, the holders who teach in three or more educational units will see the number of schools in which they operate adjusted so that they do not exceed the level of the previous year.

In situations in which the norm cannot be completed at the county level or in the municipality of Bucharest, the teachers will benefit from the completion of the norm through other forms provided by law, including hours of remedial or excellence, according to article 207 of the Education Law.

The provisions of the official procedure

Art. 6 of the procedure regarding the establishment of the teaching-learning-evaluation teachers in pre-university education, school year 2025-2026, approved by OMEC no. 5.198/2025, clearly stipulates how the norm will be completed:

“(13) The teachers affected by the diminution of the teaching norm whose applications for the norm are not solved at the level of the educational units/school consortia, as well as the requests of the teachers affected by the activity restriction are solved by completing the teaching norm for the period, after the period, Distribution sessions organized at the level of the school inspectorates between 20-22 August 2025, as well as in any of the distribution sessions organized later at the level of the school inspectorates, according to the calendar of the teaching staff from the pre-university education for the school year 2025-2026, named in the annex,

“(14) The holders holders in 3 or more educational units, in the school year 2025-2026, will be constituted the teaching norm, under the law, so that the number of educational units is at most equal to those of the school year 2024-2025.”

“(15) The titular teachers who cannot be completed the teaching norm at the county level/the level of the municipality of Bucharest according to the provisions of paragraph (13)-(14) may benefit from its completion according to art. 207 paragraph (6) of Law no. 198/2023, with the subsequent amendments and completions.”

The titular teachers can benefit from the completion of the norm according to art. 207 para. (6) of Law no. 198/2023, which provides:

“(6) For remedial preparation or stimulation of teaching excellence may be allocated in the teaching norm up to 4 hours.”

Thus, the titular teachers will be able to benefit from completing the norm through overtime intended for the activities of educational support or performance, if the solutions at local or county are not possible.

The new didactic norms, according to Law no. 141/2025

We remind that Law no. 141/2025, recently published in the Official Gazette, amends the Law on pre -university education no. 198/2023 and brings the first increase of the teaching norm of the last 30 years.

Gymnasium and high school teachers will have, on average, two extra hours at the chair, and teachers and teachers for primary education already have in the duties of the position 2 mandatory hours of weekly remedial training. According to the law, the new teaching rules are:

  • For teachers and teachers of primary education, the didactic norm remains of type “a post per class”, but with 2 mandatory hours of remedial training per week;
  • For high school, high school, post -secondary teachers, as well as those in the classes with an integrated art and sports program or from extracurricular units, the norm increases at 20 hours a week, if they have at least a license in the teaching career;
  • Exception: teachers with teaching degree I or the title of emeritus teacher, who carry out mentoring activity, will have a reduced rule at 18 hours per week;
  • Practical training teachers and masters-builders will have rules of 26 hours per week (with license), respectively 22 hours (if they have a first degree and mentoring activity);
  • In special education, the norm is 18 hours for teachers for teaching and specific therapies, respectively 22 hours for educators and instructors;
  • The teachers over 25 years old and the first degree, or who prove educational performance, can benefit from a reduction of the norm by 2 hours per week, without affecting the salary, based on a methodology approved by the ministry. During the period 2025-2026 until 2029-2030, a special regime is valid that allows the inclusion in the teaching norm, as well as the educational. Remedial learning.

Titularization 2025: Complete list of jobs by counties

On Monday, August 18, the Titularization website 2025 was updated with the list of positions on each county, after the distribution of the candidates by transfer and after the distribution for an indefinite period.

What does the degree and the difference between post and chair mean

The degree is the hiring in a school, for an indefinite period. In order to hold, the candidates must obtain a minimum grade 7 both in the written exam and the class inspection in the job profile.

Employment on the job refers to teachers who teach a single class (teachers, educators), without a number imposed by hours. Employment on the chair involves completing the teaching norm with 18/20 hours, in several classes.
