For the first time, starting with September 1, 2025, Law 141/2025, which fundamentally amends the calculation of the tariff for PCO.

22 lei per hour for a debutant teacher

The law introduces a new paragraph in Article 183 of Law 198/2023, as follows:

“(51) Starting on September 1, 2025, in the state pre -university education system, when establishing the payment tariff, the basic salary related to the classified teacher is used, taking into account the seniority in work, the seniority in education and the appropriate teaching degree, to which the following may be added, to which the following will be added. Simultaneous, the allowance for special education or increase for teaching activity in the penitentiary system, allowance for isolated areas, disability increase and increase for neuropsychic overload, compared to the average monthly number of working hours, established annually by the Government Decision initiated by the Ministry of Labor, Family, Youth and Social Social.

This formula leads to a decrease of approximately 50% of the gross/hour tariff for overtime. Specifically, a beginner teacher with teaching master and pedagogical training becomes paid with 22 lei gross/hour, the equivalent of remuneration of an unskilled daily.

The calendar of the distribution of PCO hours

According to the official procedure, the calendar is as follows:

28-29 August 2025: submission of files and supporting interviews at the educational units;

September 1, 2025: attributing the vacancies/reserved for the titular teachers, to the employees during the viability of the job, the associates or pensioners;

September 1-2 2025: transmission of lists with occupied/unoccupied hours to inspectorates;

September 2-4, 2025: issuing and communicating distribution decisions.

The Timiș School Inspectorate said that the medical opinion requested in the file must be issued by the occupational medicine after June 1, 2025.

Restrictions and exceptions

The law limits who can carry out activities under payment by time. Article 5 of the official procedure stipulates:

“(1) (…) In the school year 2025-2026, the management personnel from the school inspectorates, the houses of the teaching staff, the educational units, the extracurricular education units, as well as the guidance and control personnel from the school inspectorates cannot carry out teaching activities by payment with the hour or the hour.”

“(2) By exception, in the absence of qualified teaching staff, the Board of Directors of the School Inspectorate may approve that the management personnel will teach in PCO, only in disciplines for which it has the necessary qualification, in primary or gymnasiums in isolated rural areas.”

Reactions and consequences

Unions and teachers warn that this reduction will create a blockage in the system, as many teachers will not accept overtime.

The economic context

According to GD 1506/2024, the average monthly number of working hours is 165.33, and the minimum gross wage per economy is 4,050 lei.

This means a minimum remuneration of 24.49 gross/hour lei, while some categories of teachers will be paid under this threshold.

However, the unions claim that the ministry has not published any impact analysis to base the decision. Thus, from September 1, 2025, schools risk remaining with thousands of hours not covered, and students will enter courses without teachers for the disciplines where PCO was the only staff insurance solution.
