The School Inspectorate of the Municipality of Bucharest Sector 3 announced that, for the school year 2025-2026, no competitions or testing for supplemers will be organized at the capital level.

According to the official information, after September 4, 2025, the educational units that remain with available positions will organize their own selection procedures. The candidates’ files will be submitted directly to the schools, where the competition or testing tests will also be held.
“At the level of the municipality of Bucharest, no competition/test will be held. After September 4, for the remaining positions available, competition/unit test is organized, where these positions have remained unoccupied. The files are submitted directly to the unit ”, the inspectorate transmitted.
The calendar of distribution and preliminary sessions
Between 26 and 27 August 2025, the candidates who obtained at least the average 7 at the national title contest 2025, as well as the holders who request detachment on request by specific competition, will be distributed in the descending order of the scores.
This stage respects the Order of the Minister of Education no. 5.198/2025, for the approval of the procedure regarding the establishment of teaching-learning-evaluation teaching norms in pre-university education, school year 2025-2026. Previously, between 20 and 22 August, the teachers who needed to complete the didactic norm were able to attend the meetings organized by the school inspectorates.
Modification of the didactic norm
According to Law no. 141/2025, the teaching norm of teaching increases, on average, by two hours a week. The normative act modifies and completes the Law on pre -university education no. 198/2023 and entered into force after publishing in the Official Gazette on July 25, 2025.
According to the Ministry of Education and Research, about 1.4% of the titular teachers will have to teach in several schools to complete their teaching norm.
The situation of the teachers
In an information published on the official website, ISMB Sector 3 has clarified the procedures for interested teachers:
1.. The teachers with grades below 5 at the national competition 2025 can no longer submit files based on the results of the previous years. “The history of the notes has deleted with the note below 5 of the year 2025”, it is shown in information. These frames can only be employed at the unit level, depending on the positions left available after the meeting of September 4, 2025.
2. The teachers who supported the competition in another county and did not pass the inspection in the class in Bucharest can submit a distribution application between August 25 and 26 for the meeting of August 28, 2025. The application is sufficient together with the ISJ certificate with the notes obtained.
3. The teachers without training corresponding to the position (unskilled) or the qualified cadres who did not support the title competition will not participate in any competition at the municipal level. They will be evaluated directly at the level of schools with positions available after September 4, 2025.
4.. The teachers titled and who have the final can be detached after September 1, 2025. Those who want detachment in another county must submit an application to the ISMB, either physically at the headquarters, or online at [email protected], attaching the title decision, the final certificate and the identity card.
5. The teachers with continuity on art. 87, who did not attend CNU 2025, will wait for the meeting on August 26-27, where their positions will be available. 6.. Priority for positions: teachers continuity on art. 87, with the minimum average 7 and which supported CNU 2025 with average over 7, have priority at the position at which they have continuity.
ISMB also offers a concrete example:
“Ion is on continuity on Art. 87 at School 1, with an average 7.20 obtained in 2024, not having finalized, and supported CNU 2025 where he obtained the average 7.37.
Competitions for substitutes in other counties
In the counties where competitions are organized for substitutes, they will take place between August 28 and September 5, 2025, for the occupation of teaching and vacancies.
The new procedure for classifying teachers in the school year 2025-2026 does not change the calendar of these exams, which will be taken on September 1 and 2.
According to Art. 97, par. (1) of the Framework Methodology regarding the mobility of the teaching staff, if all the positions with the titular or qualified personnel cannot be occupied until the beginning of the courses, the ISMB may organize competitions at the municipality or county, including through tests or interviews without studies corresponding to the position. Participation conditions are the same as for national competitions.
