Student scholarships in the academic year 2025-2026. Announcement of the Ministry of Education

The new draft law on students’ scholarships in the academic year 2025-2026 brings important changes, which will significantly affect access to them for certain categories of students.

The Ministry of Education has made public the new proposals regarding the amount of scholarships for students in higher education, valid in the academic year 2025-2026. Although the values ​​of the scholarships remain unchanged compared to the previous year, important changes occur in the award rules, which will significantly affect access to financial support for certain categories of students.

Shortly before the beginning of a new academic year, the Ministry of Education has launched for public consultation a draft decision establishing the values ​​of the scholarships for the academic year 2025-2026. The project concerns exclusively students enrolled in the form of frequency education, in programs financed from the state budget.

According to the document, the doctoral scholarship for doctoral students enrolled in the doctoral university programs with financing from the state remains at the previous year level, ie 3,700 lei a month, regardless of the year of study.

At the same time, for students from the teaching programs with double specialization or teaching master’s degree, the proposed study scholarship is 2,165 lei, an amount that corresponds to the minimum net salary on the economy and which will be granted only to those occupying states financed by the state.

The social scholarship, intended to cover the minimum costs for mass and accommodation, will have a minimum amount of 925 lei, the same value as in the previous academic year.

Despite keeping the amounts, the project brings significant changes in the eligibility for scholarships. Thus, the students registered on the places with a tax will no longer benefit from scholarships from public funds, not even the social ones, regardless of their material or academic situation.

Moreover, the scholarships for students from the budget will no longer be granted during the university holidays, but only during the active semesters, that is, during the course of the courses and exam sessions.
