X-ray of the health insurance market: 860,000 Romanians benefit from private protection

How is the private health insurance market in Romania?

“If we look at almost all countries with developed economies, we see that voluntary private health insurance plays an extremely important role. In Romania it is one of the most dynamic markets. We estimate that there are approximately 860,000 Romanians – according to data from the end of 2025 – who benefit from such products. That is, they are protected by such insurance”said Alexandru Ciuncan.

Most such insurances are taken out by employers.

“The increase is about 9-10%. It is one of the most effervescent areas of the insurance industry. Things are developing well. I think it could develop more quickly, if the tax deductions were updated. At the moment, voluntary health insurance benefits from a deductibility of 400 euros per employee and employer. The level was set 10 years ago, it is clear that it needs to be updated. We have very good discussions with the Executive, with the Ministry of Health. We hope to have similar discussions with the representatives of the Ministry of Finance”said the President of UNSAR.

According to him, private medical insurance also helps the state.

“The way the system works – and it works well now – also benefits the state. Why? Because it relieves the public system of a whole series of expenses. There are approximately 500 million lei in compensation paid in 2025, money that has presumably not been paid from the CNAS fund.”
