The interim Minister of Justice, Cătălin Predoiu, explained on Friday why he submitted, as a senator, the legislative proposal on integrity, stating that the step was necessary to unblock the parliamentary procedure and avoid the loss of a milestone in the National Recovery and Resilience Plan (PNRR), reports Agerpres.
Predoiu specified that the form submitted to Parliament also contains amendments formulated by the parties that participated in the consultations, although some of them do not correspond to his own legal vision.
“From my point of view, it was a political and state decision, intended to offer a chance to break out of a deadlock, with all the related image costs, sometimes unavoidable in such situations, of which I was aware“, Predoiu said.
Why did Predoiu submit the project as a senator
The minister explained that the initial project was developed by the Ministry of Justice together with the National Integrity Agency (ANI) and submitted to the European Commission. According to him, the document contains the transparency guarantees requested by ANI and results from national and European jurisprudence.
Later, at the Prime Minister’s request, consultations were organized with the parliamentary parties that wanted to participate. PNL, USR and UDMR formulated amendments, and two of the formations would have conditioned their participation in the process of adopting the law on the inclusion of their own proposals in the project that was to reach the Parliament.
Predoiu claims that the alternative would have been to maintain the blockade. After consultations with the prime minister, it was decided that the project should be submitted by him as a senator, given that the interim government could not initiate bills.
“My duty was to unblock the parliamentary process”
Predoiu maintained at the European Commission the form developed by the Ministry of Justice and ANI, and in Parliament he submitted the version that includes the amendments formulated following political consultations.
“This approach (…) therefore has the meaning of unblocking a state situation that threatens to lead, through inaction, to the loss of a milestone in the National Recovery and Resilience Plan, even if there are amendments within the project that do not faithfully reflect my legal vision“, the interim minister said.
He emphasized that the final form is to be determined by the Parliament, where the project will be able to be debated and modified by all political formations.
“My full legal vision on the subject is faithfully reflected in the Project developed by the National Integrity Agency and the Ministry of Justice, submitted to the European Commission. My duty was to unblock the parliamentary process“, added Predoiu.
Interim Prime Minister Ilie Bolojan announced on Thursday that the Government will support in Parliament the introduction of the obligation to publish asset declarations on institutions’ websites. The project on incompatibilities and ANI reform is to be debated in next week’s extraordinary session.
