The National Energy Regulatory Authority (ANRE) has approved an order establishing who will take over the electricity consumers left without a supplier. It enters into force from April 1, 2025.

According to an order adopted on Tuesday, March 25, by the Energy Regulatory Authority and will enter into force on April 1, all the suppliers designated by ANRE will take over, by monthly rotation, the consumers who remain without a supplier.
“The modification, which will enter into force starting April 1, 2025, brings updates on the mechanism for the latest suppliers of electricity, in order to make it more predictable, more transparent and more equitable for all consumers. Portivit to the same source, a clear and detailed formula is introduced for the calculation of the final price invoiced to the clients taken in the last instance, with distinct highlighting of the components: the cost of the purchased energy, the regulated tariffs, the supply component and a reasonable profit share – within the limits comparable to those in the competitive market.
All this information must be displayed by each supplier in a dedicated section on its own site.
It also decreases from 6 months to 3 months the duration for which the last -court supplier (FUI) has the obligation to ensure the supply of electricity in the last instance regime to non -casual customers with an approved power of over 1 MVA/place of consumption. According to ANRE, the goal is to encourage consumers to find a supplier whose prices benefit.
In their turn, the suppliers can send, throughout the period when they have in the portfolio clients in the FUI regime, competitive offers during the course of the contract and have the obligation to inform the clients about the existence of the online platform for comparing the offers managed by ANRE – the electricity supply offers.
On the other hand, the latest suppliers will no longer take over consumption places belonging to radiated entities from the official registers, as they cannot be invoiced through the national facility system.
New rights to the consumer
At the same time, the framework contract for the latest regime has been updated to reflect the new customer rights, including the right to challenge the strict invoices and conditions in which the power supply can be interrupted.
“By this order, we strengthen an essential mechanism for the protection of consumers and for the proper functioning of the electricity market. Unjustified pressures on a single market actor and at the same time ensure the continuity of the supply for all the consumers who reach a critical situation ”, said ANRE President George Niculescu, quoted in the statement.
Obligation to publish the invoiced final price
“In addition, we have instituted the obligation for the suppliers to publish on their sites the final invoiced price, the supply component and the purchase, and these will be highlighted distinctly. So the client will know exactly what the price is invoiced. It is an important approach in transparenting the way to calculate the price and represents a firm commitment to the market. Competitively, by active information of consumers about the existing offers, and we have clarified important aspects of billing, challenging invoices and customer rights in case of possible disconnection. the head of ANRE said.
