There is an increasing interest in the teacher’s career. Most people who want to enter the system are not the young college graduates, as we expected, but the Romanians who have opted for professional conversion. Meanwhile, teachers are preparing for this year’s degree exam, hoping for an indefinite post.

Teach for Romania announces that over 1,300 specialists and young people who are interested in teaching in the education system have already registered in the association’s program, which prepares them for professional conversion.

Among those who have registered are experienced professionals who have opted for reconversion in education (41%), but also teachers who want to improve and develop their skills (32%). Young people at the beginning of the career are in the smallest proportion, only 27% of all those enrolled.

The program is carried out for a period of 2 years during which those who pass the selection are prepared and mentored to become educators, teachers, teachers in a public school or kindergarten, but with high disadvantage, in a vulnerable area from a socio-economic point of view.

Even so, however, it is difficult to enter the system, because there are not enough places for all those who would like a long-lasting and stable career in education. The reason? The degree exam who, in Romania, is poorly thought out, say education specialists.

The titular teachers are the ones who, following the title contest, received a permanent post in a school. Basically, they will remain on that post for an indefinite period, until retirement. Therefore, those chairs are blocked over the years, and in the context in which the law allows the teachers to extend their employment contract until the age of 70.

Consequence? For the young people who come from the latter there are no places that can be taken to the competition, and then busy. This is why graduates are at the beginning of the road or substitute teachers year by year, they are facing absurd situations: they promote the degree exam even with note 10, but they cannot be distributed for lack on posts.

Expert in education: “The solution is the extension of the didactic norm”

This situation could be very easily regulated, Marian Stas, an expert in education, said for “Adevărul”.

“Teachers with seniority, already blazed, could have other extracurricular activities besides the class hours. It is exactly what Law 185 on 2020 which extends the concept of didactic norm”, explains the specialist.

If this law were applied, the education system could receive an infusion of young teachers, who will meet students with fresh forces and a desire for involvement. On the other hand, a reform of the degree, with all that this process implies, could also stimulate the performance of the teachers in the career. “Law 185 of 2020 extends the concept of didactic norm, as it was defined in the first law of national education, the one in 2011, beyond the didactic activity in the chair. This means a reduction of the hours from the chair and their supplementation with other activities in the school. A teacher could, for example, have less time, for less time, for less time, and in the time, Career counseling for children, participating in certain projects of the school, etc. ”. Teachers, forced to sign performance contracts

As for the career performance of the teachers, Marian Stas also comes here with a proposal. “The extension of the concept of didactic norm is an honest way in which the performance of teachers in the classroom can also be stimulated and, implicitly, the performance of the students. Teachers could provide horizontal teaching career alternatives, other than teaching in the chair. And these activities should be integrated into the norm they have, to be paid to a decent work”.

Specifically, after 15-20 years, during which time he stayed at the chair, a teacher should be proposed a performance contract, considers Marian Stas. “Contracts lasting 5 years. In other words, throughout the entire teaching career, teachers should be forced to renew their employment contract several times ”.

Specifically, a teacher should have a full time in the chair in the first 5-10 years of career, and then the contract is renegotiated. “The teacher should have the norm divided between the chair and other activities. For example, 30% of the activity is carried out in the classroom, and the remaining 70% of the norm is dedicated to other concerns within the school ”.

Titularization 2025. The examination calendar

The degree exam 2025 begins in May with the registration of the registration files submitted and ends on August 1, with the distribution of the candidates.

May 5-16 2025 – registration, at the school inspectorates/enrollment centers, of the registration files of the candidates for the competition for the occupation of the teaching/vacant/reserved chairs, including for the graduates of the promotion 2025;

May 5-12 2025 – the online registration at the school inspectorates/enrollment centers, the registration files of the candidates for the competition for the employment/vacant/reserved chairs, including for the graduates of the promotion 2025;

May 6-20, 2025 – verification and approval of the files of the candidates by the county commission/of the municipality of Bucharest for organizing and conducting the competition;

May 30-77 June 2025 – organizing and conducting practical/oral evidence and special inspections in the classroom and solving the appeals to these tests;

July 15, 2025 – conducting the written test;

July 22, 2025 – communication of the initial results;

July 22-23, 2025 – registering the appeals to the school inspectorates and their transmission to the commissions for solving the appeals;

July 24-29, 2025 – solving the appeals;

July 30, 2025 Communication of final results;

July 31-August 2025 – the distribution of the candidates.
