Bolojan announces that unstarted investment projects will not be funded at all in 2026 due to budget constraints

Prime Minister Ilie Bolojan stated that one of the major problems they have to manage is overcontracting on investment projects, stating that it is important that the works that are started today have financing.

The Head of the Executive also said that all the budgetary space that Romania has is currently occupied by started works and that they must be staggered, according to a certain criterion of priorities.

“One of the major problems we have to manage is over-contracting on investment projects. Please consider that we had more than 28 billion euros from PNRR on European funds and signed contracts of 47 billion euros, so more than 20 billion euros additionally, which makes the financing of all these works not possible, in the current context of financial constraints”the prime minister declared, at the construction site of the A3 Motorway, News writes.

He stated that he has agreed with the Ministry of Transport that all works that are not started today will start in 2027, the following year being a year of major constraints.

“For us, it is important that the works that are started today have funding. Practically, all the budget space that Romania has is currently occupied by works that have been started and we have to stagger them according to a certain criterion of priorities”, mentioned the head of the Executive.

Ilie Bolojan also showed that, given that the order to start these works on this express road would be given for the spring of 2027, he understands from the discussions he had with the management of CNAIR, that there is an intention of the builders to start the works at their own expense sooner.

“If an agreement is reached between the builders and the company, we can find a formula for the works to start next year, but we don’t have the possibility to make payments next year, but if the builders and the company find this arrangement, the sooner work on strategic projects begins and it ends faster, moreover, as I said before, it is also a gain for expenses, because we no longer update expenses, we no longer index sums that are started, so there are direct financial gains for the state, for the Ministry of Transport, but there are also gains for the people who use the infrastructure more quickly”emphasized the prime minister.
