“Although the Ministry of Finance and ANAF announced the completion of the E -transport application in July 2024, the technical testing period (July 15 – August 31, 2024) was insufficient and for this reason the term of application of the fines was prolonged in stages until March 31. The GPS coordinates related to the RO E-transport system, however, did not reach a degree of satisfaction of the legal requirements.”, A Press release of UNTRR transmitted, on Monday, Agerpres.
According to the quoted source, the API provided by the Ministry of Finance and the National Agency for Fiscal Administration does not work properly and generates errors in data transmission and operating blockages.
Carriers signal several problems to the e-transport system
“The automation is incomplete, and the companies are forced to allocate additional human resources for manual operation, which leads to high costs and the impossibility of supporting the activity at night. The operation of the mobile application is not properly associated with the registration numbers, it is not clear how to enter the multiple codes, if the application remains, Romania.
At the same time, the mobile application guide is not available on the official website at this time. Lack of clarity regarding the usual transport scenarios: for example, there are no official instructions for situations in which the merchandise is not unloaded immediately Or when trailers are changed, which creates uncertainties and risks of undue sanctioning”, Notes the Union.
UNTRR also emphasizes that the application and legislation related to the RO-transport system is not available in English, “which leads to the impossibility of using it by foreign drivers who have international transport operations on the territory of Romania.”
UNTRR asks the Ministry of Finance a derogation of application of fines
In this regard, the professional organization proposes for international transport the recognition of the G2V2 tachograph as an alternative, as well as the G2V1 tachograph.
“In view of the significant investments already made by the transport operators in the intelligent G2V2 tachograph, UNTRR requires the exemption of vehicles equipped with this equipment from the obligation of monitoring through the e -transport system. The G2V2 tachograph, introduced from August 21, 2023, offers extensive functionalities – including the automatic registration of borders, the period of the borders, the period of the borders, Loading/Download – and can provide accurate data to authorities Through the extracts in the tachograph card, in accordance with European requirements.
The G2V1 tachograph is in force from June 15, 2019 and must be changed until August 18, 2025. UNTRR expresses its confidence that the Ministry of Finance will analyze these real problems in responsibility and will transpose in an official act the derogation of the fines until June 1, 2025, thus avoiding the unfair penalization of the carriers that do not have a functional system “ it is mentioned in the statement.
UNTRR is a professional and employer, non -governmental, independent, apolitical organization, founded in 1990, which promotes and defends the interests of road carriers internally and internationally.
