The Minister of Health warns that the doctors who leave the public hospital during the program to work in private may be fired and announce changes for residents.

The Minister of Health, Alexandru Rogobete, announced that the doctors leaving the public hospital “around 11-12 to work in the private system” could be fired if they do not comply with their work schedule. The statements were made on Wednesday, July 16, during the first press conference since taking over the mandate, organized at the institution’s headquarters.
The official said that the Ministry of Health is currently working on establishing performance indicators and legislative changes that allow the employment contract in the case of doctors who do not comply with the rules.
“The legislative changes will lead to the termination of the employment contract, in the case of the doctors who do not respect their work program”, Alexandru Rogobete said.
He reminded the medical staff that he must respect his program in public units, stressing that, although the doctors can also work in the private environment, this should only happen after the program in the Public Hospital.
“Please all the colleagues in the Public Hospital respect the work schedule. I do not agree for the doctor to choose between public and private, but compliance with the work program in the Public Hospital is mandatory. After finishing the program, the doctor has the right to choose to carry out his activity in the private system”, the Minister of Health pointed out.
Also, Alexandru Rogobete wanted to highlight that there are doctors who make significant efforts for patients, including residents who perform a large number of unpaid guards monthly, but drew attention to those who leave before the program is completed to work in private clinics.
“There are resident doctors who do 12 guards a month unpaid, to help the hospital. There are also doctors who come home for their patients. But there are doctors who at 11 o’clock, at 12 o’clock they are no longer at the public hospital, they go to work privately,” he said.
Since the beginning of the mandate, the Minister of Health has stated that he will take firm measures to combat this practice.
“I do not agree that the doctor will choose between the public and the private, each one is free to work privately, but after the program. Work on this measure: the hospital manager will have many more legislative tools to control this phenomenon”, said Alexandru Rogobete then in an intervention on a television station.
At the same time, the minister explained that, through future legislative changes, hospital managers and section heads will have a clearer legal framework to verify the compliance with the work program.

Important change for residents
Another measure announced by the Minister of Health is that, starting with September 1, the private hospitals will have the obligation to pay the salaries of the resident doctors who carry out their activity in these units, at the same level as the one they currently receive from the state. According to Alexandru Rogobete, this measure aims to balance the relationship between public and private health system.
So far, the salaries of residents who carry out their training in private hospitals were paid from the funds of the Ministry of Health. The new regulation will transfer this responsibility to private hospitals and clinics where residents work effectively.
