Education falls into reorganization: new contests for directors, changes in school inspectorates

The Minister of Education, Daniel David, explained, in a statement transmitted on Monday, what are the education changes included in the package for which the Bolojan Government has assumed responsibility in Parliament. He also announced other measures he will adopt.

Among them, the organization of the contest for the position of school principals, until the end of 2025, but also the reorganization of the inspectorates, measures required by the actors in the education system. Fewer director positions

The higher threshold for the status of legal personality will not change anything in terms of school unit and its orientation to the needs of teachers and students, the minister said, detailing that neither the employment contracts nor the place of educational activities will be changed. “The school becomes formal to one with legal personality, only disappears the position of director, but the person remains in the system. The regulations related to the number of school units per UAT remain valid”is the specification.

In the context, David said what the scholarships will be granted below:

1. Children who need to be helped to be able to come to school will be helped! Indeed, through social scholarships, children who need to be supported throughout the year in order to attend school (including minor mothers).

2. The merit will be deserved! Here the merit scholarships are exceptional situations in a free and mandatory education system and will cover a maximum of 15% of a class, with note 9 as a limit.

3. Technological scholarships in professional training programs will continue as before.

4. The excellence of the Olympians will be honored by prizes: they remain unchanged as typology, but with slightly increased values. For example, an international mention will have the monthly value, for 12 months, of a merit scholarship, and the first and III prizes, obtained at international level, are awarded in the country with values between 4,000 – 2,000 EUR (being able to cover many more monthly merit scholars for at least one year). Finally, the Olympians are eligible for the other categories of scholarships – social and merit – and retain their advantages when enrolling in high school and college. Therefore, for a voluntary approach, the financial-institutional support is one that I consider adequate, under financial crisis.

What happens to university scholarships

The fund for the scholarships granted to the students will be higher than in the academic year 2022-2023, but below the current level. Universities will instead be able to support larger scholarships from their own funds. They will not be affected by the reform of the doctoral students.

Now, in the crisis, we cannot keep up with the increases, maybe well -intentioned, but completely unsustainable from 2023 – 2024/2024 – 2025 and we cannot cover them, as most practices in the world are, except for the studies (we do not stop, however, the universities that want/allow them to cover them all year). But we will seek complementary ways to support students, including by discussions with students’ organizations. In fact, the measure is a temporary one, for a 3 -year study cycle, following a better financing mechanism (eg: because the scholarship is unimported, the reference cannot be the minimum gross salary, but, as it has now proposed, the minimum net salary). Finally, attention, doctoral students with scholarship are not affected in any way, they have a continuous research component in their activities“, The minister said.
