The framework methodology regarding the mobility of teaching staff teaching pre-university in the 2025-2026 school year was published in the Official Gazette. According to the decision, the written test of the Titularization exam takes place on July 15, 2025, and the final results will be published two weeks later.

What is the Titularization exam
Tenure is the employment exam for teachers for an indefinite period. However, in order to be entitled, they must obtain a minimum grade of 7 in both the written exam and the classroom inspection. Those who obtain marks between 5 and 7 in the written test and in the classroom inspection will become substitute teachers, that is, they will be employed for a fixed period. Last year, classroom inspection was eliminated due to the Education strike. The practical/oral tests, provided above, are evaluated by “Admitted/Rejected” qualifications. No appeals are allowed for these tests, the result established by the committee for organizing and conducting the tests remains definitive.

This year, the registration of candidates will take place between May 5-16, 2025. In the situation where the registration of candidates is done exclusively online, the registration period will be shorter by a few days and will take place between May 5-12, 2025.
What documents must the registration file contain?
- the registration form, copy of the bulletin, copies of the birth and marriage certificates;
- copies of education documents, transcripts and qualification certificates;
- the graduates of the 2025 promotion will present a copy of the certificate from the higher education institution, from which it can be concluded that they passed the license exam and the fact that during the course of their studies they attended and passed the psycho-pedagogical module;
- copies of certificates for obtaining teaching degrees, a certificate showing the actual seniority at the department, a copy of the corresponding tab from the general register of employees or a copy of the work record if he was employed before 2011;
- the opinion issued by a doctor or occupational medicine office from which it can be concluded that the person in question is fit to teach in education;
- self-responsible declaration that the person in question does not carry out activities incompatible with the dignity of the teaching position, that he was not removed from education for disciplinary reasons or by a final court decision of criminal conviction;
- the certificate issued by the educational unit where the person is employed regarding the disciplinary sanctions from the last 6 completed school years and during the current school year, criminal record, certificate/certificate of behavioral integrity, statement regarding the teaching position occupied in the subsequent stages of mobility of teaching staff.
Entitlement 2025. Exam calendar
May 5-16, 2025 – the registration, at the school inspectorates/enrollment centers, of the enrollment files of the candidates for the competition for teaching positions/vacant/reserved chairs, including for graduates of the 2025 promotion;
May 5-12, 2025 – online registration at the school inspectorates/enrollment centers, of the enrollment files of the candidates for the competition for teaching positions/vacant/reserved chairs, including for graduates of the 2025 promotion;
6-20 May 2025 – the verification and approval of the candidates’ files by the county/municipality committee of Bucharest for the organization and conduct of the competition;
May 30-June 27, 2025 – organizing and conducting practical/oral tests and special classroom inspections and resolving appeals to these tests;
July 15, 2025 – conducting the written test;
July 22, 2025 – communication of the initial results;
July 22-23, 2025 – registration of appeals at the school inspectorates and their transmission to the commissions for resolving appeals;
July 24-29, 2025 – settlement of appeals;
July 30, 2025 communication of final results;
July 31-August 1, 2025 – distribution of candidates.
How candidates are allocated
According to the project, the allocation of candidates to teaching positions/departments is carried out in descending order of the grades obtained in the written test, within the limit of the number of teaching positions/departments in the list displayed for the competition. The classroom inspection has a weight of 25% of the distribution average.
