Sector 4 of the Municipality of Bucharest continues to invest massively in the capital's medical infrastructure, using non-reimbursable European funds.
After the technical projects were drawn up in the last three months, the builders have already started the first stage of execution of the St. John's Maternity project, the only such state hospital unit built from scratch in the last 35 years in Bucharest.
The works aim at the relocation and replacement of utility networks, more precisely the large pipes on the primary water and heat distribution network, which supplies both St. John's Hospital and an important part of Bucharest. Afterwards, the workers will be able to go further and pour the foundation of the building, as announced today to the mayor of Sector 4, doctor Daniel Băluță, during a press conference.
“The debut of these works is living proof that our team knows how to keep its word and the commitments it made to people. In addition to the fact that we build nurseries, kindergartens, passages, ice rinks and parks, and that we invest in this infrastructure, it is urgent to invest in the medical infrastructure as well. We started this endeavor in 2016, with the Emergency Reception Unit at Bagdasar Arseni Hospital, which became the first emergency reception unit in Bucharest with a fire safety authorization. We continued with the major burns unit at the same hospital and persevered with the Dental Hospital, which will open its doors from June 17th, and as you can see, we didn't stop there. After a month and a half ago we started the work on the partnership we have with the Marius Nasta Institute, at the Zerlendi building, today we continue this difficult path, but which motivates us extremely much, with this motherhood. Here, in this place, in 2 years, we will have the most modern maternity hospital in Romania, built from scratch“, said Daniel Băluță, the mayor of Sector 4.

Present at the event, Senator Gabriela Firea appreciated the constant efforts made by the local administration of Sector 4 regarding the investments made in the medical field.
“A public maternity hospital has been expected for a long time in Bucharest. It is an extraordinary investment that begins in Sector 4 and I congratulate the entire team of Mayor Daniel Băluță. This investment comes in addition to the millions of euros that were invested during my mandate as general mayor, in the maternity hospitals that are subordinate to the ASSMB, and I am referring to the Giulești, Filantropia, Cantacuzino maternity hospitals. Investments in health are investments in people and that is why, to contribute to the increase in the birth rate, together we must invest in more crèches, kindergartens or after school centers. I would like that in the coming years there will be no more gaps and discrepancies between the sectors of the Capital and in all of them there will be living and living conditions like here, in Sector 4”, said Gabriela Firea.
Prof. Univ. spoke about the necessity and usefulness of such a public investment. Dr. Adrian Streinu-Cercel, also present at the press conference.
“This maternity hospital comes to fill a missing part of St. John's Emergency Hospital, which is multidisciplinary. These elements are defining, especially since this maternity ward is very well thought out, with a neonatology section, very necessary, because children are still born with problems that must be properly assisted, with pediatric intensive care, a very large investment and, moreover, it also has a day hospital component where pregnancies can be monitored. These elements belong to a modern structure of a health system”, Prof. Univ. Dr. Adrian Streinu-Cercel.
For his part, Robert Agafiței, the manager of the St. Ioan Emergency Clinical Hospital pointed out that the new maternity hospital will serve not only Bucharest, but also Ilfov, Călăraşi and Giurgiu counties.
“This maternity is a project that will serve not only Bucharest, it is also a project for the neighboring counties, we are talking here about Călărași, Giurgiu, about everything that means Ilfov county which, especially, will address us and I tell you why. Because, at the moment, half of the patients at St. John's Hospital are from these areas. We are waiting with great impatience and excitement for this project to be completed, because we know very well that everything that Mr. Daniel Băluță starts is carried out, we have all seen this in the last four years”said the manager of St. John's Hospital.
For the construction of this new medical facility, Sector 4 will use European funds in the amount of 50 million euros, so that in the end, it will serve the young families who have chosen in recent years to establish a home in the southern area of the city , but also on Bucharest in general. The deadline for completing the works is 27 months (relocation of networks and actual construction).
The new maternity ward of Sector 4 and implicitly, of Bucharest, will be housed in a building that will be built based on the urgent need for medical spaces dedicated to newborns, which will ensure them and their young mothers the highest standards of comfort and safety, considering that, according to the regulations in force, this type of patients are the most vulnerable, since they cannot evacuate themselves in case of emergency situations.
The medical unit will operate in two building bodies, with the height regime of S + P + 3E, respectively S + P + 4E, will have a built-up area of approximately 13,000 sqm and will meet all specific safety, security and functionality requirements health infrastructure. The medical unit to be built has a total number of 166 beds and will have the following functions:
· three departments of Obstetrics-Gynecology, with a total number of 101 beds;
· Neonatology section, with a number of 50 beds, of which 8 will be used in the ATI system, and 12 will be specially configured for premature newborns;
· Intensive Care department, with a total number of 15 beds;
· breast milk bank, the only one in the country, in the public system, intended for newborns whose mothers cannot breastfeed.
At the same time, the new maternity will have:
· operating room, with 4 operating rooms (3 aseptic rooms and a septic operating room);
· delivery block with 4 labor rooms (3 aseptic rooms and a septic operating room);
· Emergency Reception unit;
· ambulatory;
· day hospital with 10 beds;
· central sterilization;
· imaging and Radiodiagnosis;
· analysis, Nuclear Medicine and Pathological Anatomy laboratories;
· pharmacy;
· technical-administrative, storage and feeding spaces.
In order for the new hospital unit to respond from the point of view of ensuring the specific functional circuits regarding compliance with the requirements of the quality standards, the following areas will be precisely delimited:
The “clean” area from the point of view of hygienic and sanitary conditions, with compartments addressed only to hospitalized patients, with strict requirements regarding hygiene and asepsis, located away from the main circulation of the maternity ward, which will include the operating room, the ATI service, the centralized sterilization and the wards medical facilities with beds.
The “neutral” area from the point of view of hygienic and sanitary conditions will represent the interface of the maternity hospital on the medical component, in the relationship with patients, relatives and visitors, and will have direct access to car and pedestrian traffic routes in the public area. It will include the emergency service, the day hospital structure, the outpatient clinic, the reception service – admissions and discharges.
The “intermediate” area in terms of sanitary conditions will include the laboratories and administrative spaces intended for the person.
Also for the safety of the patients, the partition walls as well as the ceilings in the halls of the intensive care unit will be made of antibacterial metal panels (which will contain silver ion compounds, effective against various types of bacteria), antibacterially painted on both sides, which it will increase the degree of interior hygiene, but it will also ensure a high flexibility of the partitioning system, which can be modified and supplemented according to specific needs.
Also, for a high degree of thermal comfort and energy efficiency, the new maternity ward will be built to have very low heat losses, close to zero. (nZEB. Nearly Zero Energy Building)
For this, facades with an appropriate thickness will be made, renewable energy sources, solar panels, heat pumps, heat receivers and installations with as little consumption as possible will be used. In addition, it will also have a civil protection shelter.
At the same time, the new maternity also has an educational component, as the medical unit collaborates by contract with the University of Medicine and Pharmacy “Carol Davila” Bucharest to carry out medical-pharmaceutical education activities. Thus, the hospital unit will be able to provide training and clinical training services for students in modern and safe conditions, adapted to specific needs in the field.
