The number of medical leaves granted to the employees of the City Hall of Sector 2 increased significantly after the reorganization of the institution in the summer of 2025. The situation determined the triggering of checks on the way of issuing medical certificates.
According to a statement sent on Thursday by the City Hall of Sector 2, the checks revealed 22 situations of deviations in the procedure for granting medical leaves. As a result, 11 warnings and 15 fines were applied.
Most sanctions were applied to health insurance companies. Thus, CAS Argeș received a warning, CAS Călărași – three warnings, without financial sanctions, and CAS Ilfov was sanctioned with seven warnings and five fines, totaling 38,000 lei. In the case of CAS Bucharest Municipality, nine fines were imposed, totaling 84,000 lei, while CASA OPSNAJ received a fine of 6,000 lei.
The report resulting from the controls shows that the most frequent deviations were related to the lack of an employee certificate or its presentation in a non-compliant form, the issuance of certificates after the granting of medical leave or the use of documents that were not valid at the time of issuing the certificate, according to Agerpres.
The inspectors also identified cases in which the hygienic-dietary regime and therapeutic indications were not mentioned in the medical documentation, as well as inconsistencies between the primary records of the medical offices and the issued medical leave certificates. Situations of non-compliance with the legal provisions regarding the date of granting medical leave were also reported.
Specific cases also appear in the report, such as not proposing the retirement of a patient at the expiration of the maximum period of medical leave or the improper issuance of medical certificates.
The checks were requested by the City Hall of Sector 2 after the reorganization of the administrative apparatus in June 2025, when the authorities noticed a significant increase in the number of medical leaves.
In July 2025 alone, 113 such leaves were granted, approximately 50% more than in the same period of the previous year.
In total, they totaled 1,142 days of absence and generated additional expenses of approximately 250,000 lei from the local budget.
The representatives of the City Hall of Sector 2 claim that the purpose of the action was not to sanction people who really need sick leave, but to verify the way in which public funds are used.
