The former Minister of Health, Alexandru Rafila, stated that the changes proposed by the reform of the health system ensure greater transparency. The statements come after the Constitutional Court (CCR) rejected the Objection of unconstitutionality of the Law for the amendment and completion of some normative acts and for establishing some measures in the field of health.

On Wednesday, October 8, the CCR rejected the Objection of unconstitutionality of the Law for the amendment and completion of some normative acts and for the establishment of some measures in the field of health, as a whole, as well as the provisions of art. I points 4, 8, 11, 17 and 24 and of art. II points 1 and 3 of the law.
The former Minister of Health declared, on Wednesday, in the Parliament, about the rejection by the CCR of the Opposition’s notification of the reform package that also contains the elements related to the health system, that it seems natural to him, because “the proposed changes ensure, on the one hand, greater transparency and, perhaps, an efficiency in the way the health system is managed, and, on the other hand, they ensure something that I think concerns us all, the sustainability of the health system, because the balance changes from the provision of predominantly medical-hospital services to family medicine and specialized outpatient services”.
Alexandru Rafila mentioned that a resource is being created for a correction, which was needed for a very long time, but the necessary money did not exist.
“It’s about increasing the point given to outpatient specialists. They have a lower value than family doctors, otherwise this cannot continue like this and outpatient medicine must be stimulated, because it, after all, generates easier access to services, on the one hand, and lower costs for medical assistance, not for reducing the budget, but for using all available resources in a judicious way”pointed out Rafila.
Regarding the postponement of the law on magistrates’ pensions, Alexandru Rafila stated that the decision is with the Constitutional Court.
“I believe that it must be very well founded, so that it does not create uncertainties or misunderstandings in society, and the governmental process can continue in a natural wayhe said.
