The administration reform and the package of measures for the economic recovery would be adopted by emergency ordinance, to avoid delays caused by political attacks or the control of the Constitutional Court, according to some sources.
The administration reform and economic recovery measures prepared by the Government led by Prime Minister Ilie Bolojan would be adopted by emergency ordinance (EOG), after the procedure of assuming the responsibility of the Executive in Parliament had initially been taken into account.
The decision is justified by the need to avoid delays in the application of the measures, which could occur if the drafts were challenged in the Constitutional Court or challenged by motions of censure by the opposition.
According to the sources, the reform packages will be discussed in a Government meeting scheduled next week at the latest, but there is a possibility that it will take place this Friday.
Once adopted by emergency ordinance, the measures will take effect immediately, allowing the Government to build the budget without delay. Later, if the social democrats consider it necessary, the projects can be modified through parliamentary debates.
Discussions regarding this strategy took place this week between Deputy Prime Minister Sorin Grindeanu and UDMR leader Kelemen Hunor, as well as between Grindeanu and Prime Minister Ilie Bolojan. The main reason was the possibility that, in case of assumption of responsibility, the opposition would challenge the drafts in the Constitutional Court, which would delay their application by at least two weeks.
The UDMR leader explained last week that the version of the emergency ordinance is preferred to allow the budget to enter Parliament in February.
“On assumption, the procedure is prolonged. It is not the issue of the censure motion that is critical, but the fact that the law challenged in the Constitutional Court cannot be published in the Official Gazette, and without publication you cannot build the budget, which must be based on the figures provided for in the law, for the central and local administration. If we go by emergency ordinance, we can submit the budget after February 20 in Parliament. If we go by assumption, we will not catch February with the budget in Parliament. Honestly speaking, I don’t want to sell anyone’s illusions.” said Kelemen Hunor.
Sebastian Burduja, honorary adviser to the prime minister, explained, for his part, in an interview for “Adevărul” on Tuesday, that the reform of the local administration can no longer be postponed.
“Romania is not in an easy situation. For years the politicians gave everything for everyone. There was a kind of national increase of privileges, exceptions and so on. In the context where Romania has nothing left to give and from where to give, certain measures become inevitable and must be adopted as soon as possible”. he emphasized.
