Nearly 40,000 candidates who have passed the inspection/practical test are expected on Tuesday, July 15, 2025, to support the written test of the title competition 2025. It is the summer in which the list of vacancies is more uncertain than ever.

The national contest for the occupation of the teaching positions/chairs in the pre-university education units (session 2025), which consists in supporting a special inspection in the class or of a practical test and, subsequently, of a written test, is held in a context of uncertainties this year. The list of vacancies, displayed at the end of May, may undergo drastic changes after the promulgation of the “austerity law” also concerns the measures applicable in education. The measures that will lead to the modification of the number of hours/vacancies/chairs still at this time are the increase of the teaching norm for teachers by two hours, as well as those of increasing the affectives of students in the classroom and those regarding the combination of certain schools.
121 competition centers throughout the country, 4 hours the duration of the sample
The written test of the title contest 2025 is held on Tuesday, July 15, starting at 9:00, in 121 competition centers from 41 counties and in Bucharest, according to the Ministry of Education.
The condition to be able to part the test is that the suitors at a position in education have obtained at special inspections in the class/practical tests minimum grade 5.
“In this situation there are over 39,700 candidates, of which over 7,400 are graduates of the pedagogical, post -secondary, license, master’s degree or departments for the training of the teaching staff from the current promotion. We mention that, initially, over 41,300 candidates have registered, of which over 7,700 graduates of the pedagogical, post-secondary, bachelor, master’s degree or departments for the training of teaching staff from the current promotion. During the registration period the candidates had the opportunity to submit/send registration files in several counties ”, specifies MEC.
The duration of the written test is 4 hours and can be extended by 1-2 hours in certain special situations: for the blind, amblyopes or with certain visual impairments or in the situation in which its support implies the dictation of the content by a candidate with certain deficiencies, to an assistant teacher, of a specialized one than the one to which the respective test takes place. Such special situations are 33 throughout the country.
At the written test of the candidates, the specialized knowledge and didactics of the specialty are tested. Candidates have registered for 119 disciplines, topics, as well as their translation into the languages of national minorities and evaluation scales, being provided by the National Center for Curriculum and Evaluation. These will be published during the day of July 15, after supporting the written test, on the Subject.edu.ro website.
Disciplines with most candidates
Most candidates enrolled in the competition are for the positions of educator, teacher and education respectively. Here’s what the top 5 disciplines with most candidates look like:
- The specific discipline for pre -school (educator) education with teaching in Romanian, over 8,300 candidates;
- The specific discipline for primary education (teacher) with teaching in Romanian, over 6,100 candidates;
- Physical education and sports – teachers, over 3,600 candidates;
- Romanian language and literature, over 2,300 candidates;
- English, over 2,000 candidates.
Similar to the cooncurs that the students have supported, the written works will be evaluated, and at this competition, digitized, in centers constituted at national level on disciplines.
“The first results in the written test will be displayed on July 22, at the headquarters of the school inspectorates and on the dedicated site. The appeals are submitted to the headquarters of the county school inspectorates or by electronic means (at the addresses publicly communicated by each school inspectorate) on July 22, after displaying the results, until 21:00, respectively on July 23, until 12:00.
The final results are displayed at the headquarters of the county school inspectorates and on the previous site mentioned on July 30 ”the ministry announced.
Public distribution sessions, July 31 – August 1
The distribution of the candidates on the teaching positions published for employment for an indefinite period, in the descending order of the distribution environments, will be carried out in public meetings organized by the school inspectorates between July 31 – August 1. The fear of the candidates from the title 2025 is that the positions they have seen in the list and based on which they made plans may not be found after the restoration of the school network that is already, in this date. On the other hand, the teachers already employed in the system are afraid that the candidates on vacant places for title 2025 will be carried out in the period stipulated in the calendar of the movement of the teaching staff (July 31 – August 1), and the changes will operate later, and in the case of activity restrictions to participate in the system.
The halls of multiplication of the topics, the competition rooms and the rooms in which the competition commissions, the commissions for the evaluation of the written works and the commissions for solving the written test are equipped with audio-video surveillance chambers.
“We mention that for employment for an indefinite period (degree), Candidates must obtain a minimum grade 7 (seven) both in the written test and the special practical test/class inspection in the job profile. For the employment for a fixed period (supplementation), the candidates must obtain a minimum grade 5 (five) both in the written test and in the practical test/special inspection in the job profile ”says MEC.
