Teachers can be employed again by title or with contracts for a fixed period. The announcement was made by the Ministry of Education and published in the Official Gazette. The measure comes in the context in which thousands of positions remained unoccupied, after the government had frozen the employment. The unlocking of the employment is expected with interest by the teachers, but also by the school principals who are facing the lack of qualified personnel. The national title contest 2025 is confirmed as being in the normal calendar, with written tests scheduled in July.

The Ministry of Education has officially announced that, starting tomorrow, April 30, 2025, employment is unlocked in the pre -university education system. The decision comes from a Government approved derogation that allows the occupation or reserved positions, including through the national title contest.

According to the order published in the Official Gazette, the educational units can resume the employment procedures for the teachers, both for a fixed period and through the title contracts. This means that schools will be able to hire teachers to cover existing shortcomings, either through standard contracts, or by paying time – a solution often used to supplement the uncoated hours.

What does it mean to unlock the over 60,000 posts for the education system

The blockage of the previously instituted employment within the measures to reduce the budgetary expenses has put a major pressure on schools, especially in the context in which many positions remained unoccupied or temporarily covered. The reopening of the employment is seen as a mouthful of air for school unit directors, who can now organize competitions and sign employment contracts.

It is important to note that it is allowed to employ teachers by paying the hour, a mechanism by which teachers can take over overtime, especially in cases where there are no available holders. Also, contracts for a fixed period can be concluded, a solution frequently used in the case of substitutes or teachers who temporarily replace holders on leave.

When will the title exam take place, in 2025

According to the calendar published by the Ministry of Education, the national title contest of 2025 will normally be held, with registrations and selection stages established in the next period. The unlocking of the employment thus ensures the legal framework necessary to carry out the competition and to occupy the long -term positions.

Lack of teachers, direct consequences for students

The lack of teachers affected by the uncertainty of the job or withdrawn from the system leads to instability in schools, especially to the subjects considered “heavy”. In some cases, students in good high schools remain without a holder in the classroom in a row, having to rely on supplemers or meditations.

Even elite high schools in Romania face a problem that becomes more serious from year to year: lack of teachers. “Colleagues in physics, computer science and Romanian have retired and no one came to occupy the positions. I appealed with prayers to colleagues to take extra hours. Some already had 32 hours and accepted, because at the beginning of the school the children had no teacher ”says the director of the “Il Caragiale” National College in Bucharest, Andreia Bodea. In the last 10 years only a few young teachers have managed to hold themselves in the school they are leading. And the most affected are the subjects considered essential in the economy of modern knowledge: mathematics, computer science and physical.

Wider context: budgetary measures and the need for staff

The decision to unlock the positions in education comes against the background of increasing pressure from the unions and the educational community, which have repeatedly reported the acute lack of staff and the risk of compromising the quality of the educational act. In parallel, other budgetary sectors remain affected by the restrictions on employment, while education now benefits from a punctual derogation, given the essential nature of this field.
