The Minister of Labor, Florin Manole, announced, on Wednesday, July 23, the conclusions of a control triggered in the case of hundreds of people with disabilities hosted, in improper way, in houses owned by a man in Bihor. “The situation described suggests all the characteristics of a private parallel system (Pasca family), which allows the collection of public financial funds outside the legal framework”says the minister.

“I promised that I will identify the irregularities that led to the unacceptable situation that people with disabilities be managed inappropriately in a natural person in Bihor. These, mostly with serious intellectual and mental deficiencies, are lacking in legal representation and do not benefit from personalized social intervention. This situation will cease!” Minister Florin Manole said.
The report of the control body will be submitted to the Prosecutor’s Office, says the Minister of Labor.
“The uniform medical documentation, the formal social investigations, the lack of real control from the DGASPC Bihor and the tacit complicity of the local authorities that pay amounts for monthly allowances for alleged services, creates an informal, conducive framework towards the public system of social assistance, Without standards, without regulations and guarantees for the safety and dignity of the beneficiaries ”, supports the minister.
The situation described suggests all features “To a private parallel system (Pasca family), which allows the collection of public financial funds outside the legal framework and maintains a large number of people with disabilities in a form of severe addiction and vulnerability, but also a danger of abuse/negligence, in the absence of effective legal protection. ”
According to the minister, through the method of intervention, coordination, control, monitoring of the beneficiaries hosted by Mr. Pasca Viorel from Bihor County, DGASPC representatives and AJPIS Bihor “They have prejudiced the rights of persons with disabilities, respectively the right to life, the right to a decent living, the right to benefit from integrated services, in accordance with the degree and type of disability, identified at the 11 locations, (329 persons at the level of 2024) ”.
In the town of Tinca, at 6 locations with different addresses there were 159 people, in Holod commune, Dumbrava village, at 4 locations with different addresses were 100 people, and in the village of Ceica, the village of Incesti, at 1 location with 6 houses were 70 people.
“This situation reveals serious local governance deficienciesmethodological supervision and implementation of the legislation in the field of protection of adults with disabilities. The conclusions of this report highlights a model of care centered on a single natural person, around whom a considerable number of people with disabilities, in situations of extreme vulnerability, without adequate legal protection and without guarantees regarding the fundamental rights, are gravitated, “ says Florin Manole.
In the Opnia of the Minister of Labor, the situation requires urgent intervention from the competent public authorities, both for protecting the beneficiaries, and for verifying the legality and ethics of the administrative processes involved.
