The “coast for all” starts on September 1, but many hotels do not participate in this program, choosing to close their doors until the beginning of the next summer season, an official in the field said.
Many hotels prefer to close, than to participate in the “coast for all”
The summer season this year was much weaker than other years, given that the payment with the holiday vouchers experienced a major decline, with almost 75%, according to market estimates. Even though the resorts were animated in August, it was not enough, and many operators decided to close earlier.
“2025 is a weaker year. After my flair, from the year we will have a decrease of 17-20%, and on the spa-mountain of 5-7%, we go to it. It was normal to happen, because the purchasing power has decreased, the prices increased, as well as VAT, it will be a decrease.”said Alin Burcea, president of the National Association of Travel Agencies (ANAT), for terms.ro.
As for the coastal program for all 2025, which is carried out between September 1-30, Burcea says the results are modest.
“The coast for all is relevant, it is a good program, it helps, but it is not fundamental. Normally at sea 1.4 million people come, and on the “coast for all” if 20,000 are made. Does not fundamentally change the data of the problem. Usually about 40-50 hotels are enrolled in this program, many will not want to enter, because they are going badly the season they close earlier“Says Burcea.
The reduction of the power of buying the Romanians has also made its mark on the options regarding the holidays, the demand being declining.
“The tendency is to decrease, it is clear that reducing the purchasing power affects both internal and external holidays. About everyone is zero, on -1, -2, -3, it is not a spectacular decrease, but rather a stagnation, we all sit in place. Externally the main destinations were Greece, Turkey, Egypt, Bulgaria“He said.
He says that the tendency to decrease will be maintained in 2026, even if not at the intensity of the Covid-19 pandemic period, when a recoil of about 40%was registered.
“2026 will be a difficult year, with decrease, not with 40% as it was in pandemic, I think the companies will do, but the fact that the vouchers have” removed “(n.red- next year the rules are changing) means that there is less money, less departures. Will be a bad year for the private sector”, Burcea says.

The Federation of Patron out of Romanian Tourism (FPTR) launches the edition with the number 47 of the program “Coast for all”, carried out between 1 and 30 September 2025.
This edition brings a visible expansion of the program in almost all resorts, especially in the south of the coast, such as Mangalia, Jupiter, Saturn and Vama Veche, where the number of places allocated was increased.
Unlike the peak of the season, when the prices are higher and the beaches are crowded, September brings reduced rates by up to 60%, a much more relaxed atmosphere and services to the same quality standards. More and more hotels are provided with diversified packages, from simple to all inclusive accommodation, transforming the extrasezon into a real and attractive option for any category of tourists.
What are the rates
From the analysis of the offers for the period 1-30 September 2025 it is clear the accessibility of the program. Thus, the rates for one person per night, broken down by resorts, are the following:
– Eforie Nord, starting from 53 lei (without meal) hotel of 2* and 214 lei (all inclusive) 3* hotel;
– Eforie Sud starting from 81.5 lei (without meal) hotel of 3* and 336.5 lei (all inclusive) 3* hotel;
– Jupiter: starting from 70 lei (with breakfast) 3* hotel and 276 lei (all inclusive) 3* hotel;
– Venus starting from 70 lei (without meal) 3*hotel;
– Saturn starting from 94.5 lei (without meal) hotel of 2* and 214 lei (all inclusive) 3* hotel;
– Mangalia starting from 101 lei (without 3*hotel table;
– Mamaia starting from 69.5 lei (without meal) hotel of 2* and 332 lei (all inclusive) 3* hotel;
– Costinești starting from 88 lei (without meal) 3*hotel;
– Vama Veche starting from 79 lei (without meal) 3*hotel.
The rates can increase depending on the mass services and the classification of the chosen hotel. To date, 62 accommodation units have launched offers for the program “The coast for all ”, which make available to tourists about 3500 accommodation per night.
