Massive cutting of student scholarships. The future teachers lose 1,500 lei, the exchanges eliminated. Education, victim of budget reform

The Ministry of Education has decided a massive reduction of student scholarships in the academic year 2024-2025, following the application of Law 141/2025 (“Bolojan law”). The budget allocated to the scholarships decreases by 40%, and the exchanges of excellence disappear completely. In addition, financial support is granted only during the courses, and the students who learn with a fee will remain without scholarships. The future teachers are also affected, with a decrease of 1,500 lei at the amount of scholarships, according to journalists from edupedu.ro.

Order of Minister of Education and Research (OMEC) 4.958/2025 PROVIDED smaller amounts on stock exchanges For students from the teaching license with double specialization or didactic master’s degree – that is, future teachers, educators or teachers.

If through Om 7.296/2024 In the initial form they received a scholarship equal to the gross minimum wage (approximately 3,700 lei), this year will receive only as much as the minimum net salary resulting from the gross minimum wage of 4,050 lei (updated on January 1, 2025), that is 2,165 lei.

The amount of the study scholarship (…) amounting to 2,165 lei is approved. ” (OMEC 4.958/2025, art. I, para. 2)

According to an analysis by journalists from edupedu.ro, this means a decrease of over 1,500 lei for each beneficiary. OMEC 4.958/2025 changes the one with the amounts for the current academic year, which means that the remaining payments are affected for the academic year 2024-2025.

The academic year 2025-2026 begins at the end of September-the beginning of October 2025, depending on the date set by each university.

The amount for the social scholarship is not modified by this ministerial order, which means that at least the remaining payments for the academic year 2024-2025 will be made with at least 925 lei per month, as long as the normative act.

Access to scholarships is restricted: only during the courses and exclusively for those without tax.

The second order, OMEC 4.957/2025which changes OM 6.463/2024stipulates that scholarships can only be granted during courses, exams or other didactic activities, not on holidays. Therefore, students will no longer receive money in the breaks between semesters or in the summer vacation, including social ones.

The scholarships are granted during the period of the teaching activities (…) only for the students (…) registered on the places financed from the state budget. ” (OMEC 4.957/2025, art. I, para. 9)

At the same time, it is specified that only students in the states financed by the state have the right to scholarships. So far, scholarships and students “regardless of the form of financing” of the place they are on.

Disappear exchanges of Olympic excellence

Among the categories of scholarships completely eliminated are the exchanges of excellence, granted so far for special academic results to the first year students, international Olympics during high school.

Article 2, paragraph 2, letter a) shall be amended and will only include (…) the scholarships provided in letter. b). ” (OMEC 4.957/2025, art. I, para. 2)

The total stock market fund decreases by 40%

Instead of being calculated from the gross minimum wage, the scholarship fund will be set from the net minimum wage, which means that the universities will have 40% less money for scholarships. They will have to choose between granting smaller amounts to everyone or keeping current amounts, but for fewer students.

The value of the standard cost (…) is the equivalent of 10% of the minimum net basic salary in the country guaranteed. ” (OMEC 4.957/2025, art. I, para. 10)

The decisions of the Ministry of Education, implemented by the new minister orders, mark one of the largest restructuring of the scholarship system in recent years. The effects of these changes are likely to be felt in the long term, especially among young people in vulnerable situations or who aspired to a career in education.
