An audio recording presented by the newspaper Cetățeanul shows how the general mayor of the capital, Nicușor Dan, uses threats to induce the local police to impose a fine of 35 million euros. After the policemen refused to apply the sanction, Nicușor Dan kept his word and dismissed the heads of the Local Police.

The threat was uttered in a meeting convened by the mayor general, in July 2023, which was attended by the general director of the Bucharest Local Police at the time, Daniel Mihai Rășică, the deputy executive director of the Control Directorate, Constantin Maximilian and Răzvan Florea, chief service within the Ecology and Environmental Protection Control Service, which, in the scandal, the mayor asked to apply the said sanction to the owner of the land next to the IOR park, according to the quoted source.
Nicusor Dan: “If you don't apply the sanction as I say, there will be consequences!”
According to the recording, the representatives of the Local Police explained to Nicușor Dan that the sanction can only be applied to the person who committed the act, not to the owner and that, as long as there is no proof that the owner is at fault, he cannot be fined.
Nicușor Dan: “I'm changing the position of mayor, I'm calling myself an investigative agent, but this will have some consequences!”

Nicusor Dan: So, to give it or not to give it? That's the only question. That, no more… I'm tired of eternal discussions. Today, at 12:00, will you give this fine as requested by the mayor or not? If not, let me know… We don't summon them anymore, we cancel the summons, we send an executor, I change the disposition of the mayor, I call myself an investigating agent, but this will have some consequences!
Răzvan Florea: I told you, if we find all the elements to be able to give this sanction, we will give it. But, at the moment, we don't have them.
Nicusor Dan: So don't give it…
Răzvan Florea: (…) I cannot incriminate the owners, but the person who did that deed, the violator.
Nicusor Dan: So don't give it in the form I asked for it…
In October last year, the mayor announced the change of management of the Local Police of the Municipality of Bucharest due to several “deficiencies”.
General Director of the Local Police was appointed Eduard Stroe, brought by secondment from the Municipal Administration for the Consolidation of Buildings with Seismic Risk (AMCCRS), after he applied, personally, as “finding agent”the 35 million euro fine requested by Nicușor Dan, according to the quoted source.
