“As in the first term, I start the second term as an expert/technocrat supported by PNL. I did not think it could be a more complicated situation than the first mandate, especially since the aspect of political instability was solved. So, I was optimistic, while working on the Governing Program for Education -Receiving (2025 – 2028). Yes the country is in crisis, and if we do not do what is correct then we will block“David said.
The Minister of Education has stated that he is expected to “faster debates”, but that “in the end we will have widely accepted solutions, which will modernize it, for the people in education-research and society in general”.
“We have no people to be available in education-research”
In his message, the minister Daniel David gave assurances that no availability will take place in the next period, and in the medium term the target is for the debut salary to start from the average salary to the economy. Also, by 2030 the target is to reach 1% of GDP for research.

Daniel David also announced the concrete measures established in the government program, which is to be put into practice. The school scholarship system will change, the reality, the minister said, being that “we no longer allow this system financially”.
“I.Here are some measures, imposed on our system under the current economic-financial conditions and the way I intend to implement them (they are not yet definitive as an operationalization method, they are in the analysis, discussing these days with experts and social dialogue partners):

We have one of the most generous European scholarship systems, without being one of the world’s economic forces or having a clear impact on the entire current scholarship system. But, more importantly, honestly and directly said, especially now in crisis, we will not allow this system financially! For example, we must understand that the annual expenses with these scholarships are now to 7 billion RON, that is, almost a quarter of the deficit for which we return the country on the back and everywhere the budget of research and development in the country ”said the minister.
Therefore, “Rational and decent measures” which will be taken refers to the preservation of only two categories of scholarships: social scholarships, to ensure inclusion (will also be kept for minor mothers), respectively merit scholarships, which will be up to 15% of a class, provided a minimum note of 9.
Instead, the prizes for winners will be increased after the reorganization of the Olympics / competitions. The scholarships will only be granted for the time when students are at school. “Where the law obliges to refer to the minimum wage on the economy, we will do it at the net salary, not gross, as long as the scholarships are not taxed“, The minister said.
Another announced modification is to grant social scholarships through the institutions of the local social assistance authorities, according to a methodology initiated by the Ministry of Education and Research, and this is because the teachers and the Ministry of Education and Research must deal with education. “In this way, we define correctly the” inclusion “and” merit “, without distorting their correct meanings, and the children who need to be protected by social scholarships, and those who are very performing will be supported as much as we can now. The didactic norm, raised by two hours
Minister Daniel David also made details about a theme that has already warmed the spirits on the teachers’ groups, from the social networks: the didactic norm.
“I will propose that the values established by the law can be increased by maximum 2 hours, by a methodology of the ministry, according to various criteria (eg: how fragmented is the norm, the working environment, the age, the number of children with CES in the class), which I will discuss with the social dialogue partners.
