New BEC details regarding the promotion in the presidential elections. For whom is not necessary to use the CMF of an electoral competitor

The Central Electoral Bureau (BEC) transmitted, on Wednesday, April 23, new details regarding the promotion of candidates in the presidential elections of 2025. According to the BEC, the political party that does not have the status of electoral competitor cannot make advertising materials and should not use the CMF of an electoral competitor.

“In order to inform the persons interested in the way in which a political party who does not have the capacity of electoral competitor can support an registered candidate in the electoral competition for the election of the President of Romania, the Central Electoral Bureau (BEC) brings the following clarifications:

The political party that does not have the quality of electoral competitor (did not propose a candidate) cannot make own political advertising materials such as posters, leaflets, leaflets and altar printed materials, electoral propaganda in written press, video or audio materials, regardless of the dissemination, which does not exhort the voters or not to vote, From the party’s own funds or realized in its own direction, but it can publicly express its support for one of the candidates in the electoral race through messages addressed to the party members and supporters”, Bel said in a press release.

BEC also stated that “The members of the political party who does not have the capacity of electoral competitor can freely express their opinion on a candidate. Identifying the political opinions expressed by personal title should normally result from individual self -determination, but contextual elements can be taken into account those stated within the consideration (30) from the preamble to Regulation 2024.”

At the same time, according to the quoted source, “A political opinion is not considered to be expressed by personal title if specific remuneration is provided by third parties, including benefits in nature, or in connection with the expression of the respective opinion. The messages addressed to the members and supporters of the party, as well as the opinions expressed in personal name do not require labeling, according to the Decision of the Permanent Electoral Authority no. 9/2025. At the same time, a party that does not have the capacity of electoral competitor and, therefore, was not assigned by the permanent electoral authority a financial agent (CMF) for the 2025 elections cannot use the CMF of an electoral competitor ”.

The specifications come in the context of public debates regarding the promotion of the candidates, after the BEC has admitted several decisions to eliminate the advertising materials on the social platforms. Previously, the BEC emphasized in the context of the decisions to remove 534 advertising materials that it acts only at the complaint of the interested persons, not having the competence to notify themselves ex officio.
