The government has adopted an emergency ordinance aimed at increasing the quality of social services and ensuring a correct use of public funds for vulnerable persons.
New rules for persons with disabilities who have driving license
The main measures include conditioning the financing and verification of the social assistance centers for holding a valid operating license, as well as verifying the situation of persons classified in a degree of disability incompatible with holding the driving license.
“This normative act comes in continuing the reinforcement of the reform of the social assistance system that we have achieved. No social services provider in the public system will be financed from the state budget unless it has a operating license. Respecting quality standards in social assistance is an obligation. It is fundamental to protect the rights of vulnerable persons and improve the quality of their lives”, Stated Minister Simona Bucura Oprescu.
In order to solve the complex problems in social assistance, integrated evaluation, decision and implementation, and the inter -ministerial committee for strengthening the administrative capacity in social assistance, formed by the Ministry of Labor, Family and Social Solidarity, the Ministry of Finance, the Ministry of Development and the Administration, the Ministry of Health and the Ministry of Internal Affairs, will be done.
Will check if persons with disabilities can drive a vehicle
The ordinance also introduces a mechanism by which it is verified whether people in a degree of disability can drive vehicles safely.
If the medical diagnosis is incompatible with the shock, the following measures will be taken:
• Suspension of social benefits until medical reassessment;
• Recovery of the amounts collected undoubtedly.
The ordinance creates the possibility of occupying vacancies through a memorandum initiated by the Ministry of Labor, Family, Youth and Social Solidarity, Ministry of Development, Public Works and Administration and the Ministry of Finance, in the field of social assistance in providing services, persons with disabilities or elderly.
This ordinance represents an important step in ensuring a more efficient social assistance system, protecting the rights of vulnerable persons and guaranteeing the responsible use of public funds.
