In the Vulturești commune of Argeș, on Wednesday, September 18, work began on the first professional dual-system pre-university campus in Romania in the countryside.

The future campus in Vulturești commune, located 35 kilometers from Pitesti, will provide all education cycles: primary, secondary, high school and post-high school, including teachers, who will teach according to a modern program to train specialists on the certifications requested by economic agents from Arges.
The campus will have an area of 72,000 square meters, made available free of charge by Vulturești City Hall, and will be equipped with all the necessary spaces and facilities for the more than 300 students who will study here, from laboratories, workshops, library and amphitheater to sports fields, relaxation areas, cafe, canteen, bakery, laundry, barber shop, mini animal farm, orchard and a vegetable garden.
The works at the campus began in the presence of numerous officials, as well as representatives of several companies involved in the project.
“Work at the BookLand Campus in the Vultureşti commune will be completed in September 2025. Students will be selected according to their abilities, will receive scholarships, and at the end will have a guaranteed job. We will also teach them book and trade. The campus will operate as a private school, but with zero fees. From the 9th grade, students will know which company they will work for. Each student will do 2,000 hours of practice at employers”Mihaela Petrovan, president of the BookLand Association, told “Adevărul”.
The investment in the Vulturești campus amounts to over 5 million euros, with the involvement of several private companies. The BookLand association has managed to renovate 80 rural schools and kindergartens in the last five years.
Ciolacu: “The Vulturești campus model must be extended throughout Romania”
“The future campus in Argeș offers a better future for young people in Argeș and beyond. It gives young people the opportunity to stay here, to have a future in Romania. The dual system campus model from Vulturești must be expanded throughout Romania. Dual education is essential for the development of Romania”was the message of Prime Minister Marcel Ciolacu, transmitted through the Secretary of State Adeline Dan.
The first project in Argeș focused on dual education was launched in 2014 in Mioveni, as a result of the partnership between the Technological High School of Car Construction and the Dacia Plant, in the mechanical field, in the toolmaker-matrix qualification. And this partnership has sparked a spectacular emulation for dual education.
“From six classes in the dual system in Argeș we have now reached no less than 51 classes, far above the Romanian average. It’s a historic moment in Vulturești, not only because it will be the first dual system campus in the countryside, but also because this road started 10 years ago with education in the dual system continues”stated Dumitru Tudosoiu, general school inspector of Argeș County.

“Argeșul is the first county in Romania to implement such a project in the countryside, an essential project for education. Let’s teach the children to stay in Romania, to learn a job, to have a future here because that’s the only way we can build the Romania we all want. Such projects must be constantly supported”said Ion Mînzînă, president of the Argeș County Council.

To support the laudable project from Vulturești, companies can redirect up to 20% of their income or profit tax, and individuals can choose to complete Form 230, which allows the redirection of 3.5% of the tax owed, or make donations via SMS to BookLand.
The professional pre-university campus in the dual system from Vulturești is only the first big step in an extremely ambitious project at the national level. Starting with the 2026-2027 school year, the BookLand Association will start to annually design and build professional pre-university campuses in a dual system in each county, so that young people from rural areas can benefit from the facilities of a 100% modern campus in their own county it will open many opportunities to be employed after graduation.
