Reducing school dropout, adopting framework plans for high school education, supporting the teaching career and debureaucratizing the education system are some of the most important objectives of the government program in the Education area.

Measures to reduce school dropout
One of the great priorities of the government program is the reduction of school dropouts. In this sense, certain social programs will be continued and developed.
Hot meal in all schools in Romania
The reduction of school dropout, the elected officials promise in the government program, will be implemented by adopting several measures. Among them is the provision of a healthy meal in every school in Romania by the school year 2029-2030, with the progressive expansion of the program and reaching the threshold of one million beneficiaries by the year 2025. The government also wants
to provide support for building or equipping school canteens, where they already exist. Also, the amounts allocated for the program will be used only with this destination, including through alternative methods;
Development of the “School after School” program
The development and support of the “School after school” program, which would encourage municipalities and economic agents to invest in complementary educational activities, is another promise of the Government. The authorities will also try to develop and expand the “Remedial Learning” program to support students with learning difficulties. Moreover, efforts will be made to support the school integration of Romanian children coming from outside the country’s borders.
Other measures:
- The training and recruitment of new mediators and school counselors, along with other types of auxiliary teaching staff, to improve access to quality education and reduce educational inequalities;
- Improving the living conditions for pupils and students in school boarding schools and student dormitories, modernizing the existing infrastructure and building new accommodation units;
- Creation and financing of a national program for the purchase and commissioning of school buses and minibuses;
- Supporting access to education for young Romanians from the diaspora by granting scholarships, accommodation in boarding schools and student dormitories, discounts on transport, as well as other facilities for Romanian pupils and students everywhere;
- Promoting sports activities in schools, by modernizing sports infrastructure, supporting school competitions, encouraging performance and introducing extracurricular programs dedicated to sports, to stimulate student participation, reduce school dropout and prevent the development of unhealthy habits.
Consolidation and expansion of technological and dual technological education
In the program of governance elected officials commit to ensure a simple and fast process for the accreditation of technology and dual technology schools and programs. There will also be a lot of emphasis on the training of teachers of specialized disciplines, on their practical training through mentoring internships at economic operators. In particular, the review of the educational offer, the curriculum and the programs for the technological and dual technological route, for the emerging trades on the labor market, is taken into account.
Expanding the offer of dual technological education in rural areas through investments in infrastructure, educational resources and partnerships with the local economic environment is another one of the proposed measures. The expansion of partnerships between local authorities, educational institutions, higher education institutions and the private sector will also be considered in order to align dual education programs with the demands of the labor market. Last but not least, the consolidation of higher education in the dual system will be implemented by organizing bachelor’s, master’s and doctorate programs in the dual system.
The program also comes with measures to complete the construction and operationalization of the 29 campuses for dual education, until 2026. They will be equipped with modern laboratories, practical training spaces and accommodation facilities for pupils and students.
Review of framework plans and school programs
Through the governing program in the area of Education, the elected officials commit themselves to review the framework plans as well as the school programs, to include contents and activities that address the use of artificial intelligence and the development of digital skills, while promoting critical thinking, creativity and personal development. The focus will be on preparing for the jobs of the future and adapting to rapid technological changes;
Other measures:
- Promoting and supporting high-achieving students, by supporting centers of excellence, but also through personalized support programs;
- Periodic assessment of students’ functional literacy level and personalization of the educational course;
- And Romanian students who return to the country will be helped to integrate into the Romanian education system. Adapted textbooks for teaching the Romanian language will be created in this sense.
- Expansion and financial support of programs to prevent and combat violence in the school environment and drug use among students.
- Integrating into school programs the notions of financial, civic, legal, critical thinking and combating disinformation.
- Sustaining the teaching career: training, development and evaluation
Financial or non-financial motivation mechanisms for teachers, based on performance, will be implemented through the governance program. These mechanisms may include bonuses, awards, or other benefits designed to recognize and encourage professional performance and contribution to improving the quality of education.
School autonomy is another important provision of the government program. This means that certain pilot programs regarding the decentralization of human resources recruitment are to be initiated.
Also, the reform of the initial and continuous training of teaching staff will continue, to improve the quality of the professional training of future teachers (double specialization teaching license; teaching master’s degree), as well as the continuous development of their skills throughout their career. A national system for monitoring the mentoring program for beginning teachers will also be created (until the end of 2025).
Teaching the Romanian language for minorities
The teaching of the Romanian language for minorities will be made more efficient by adapting school programs to the linguistic needs and pace of development of students belonging to national minorities. The implementation and full assurance of the funding sources of the National Program to support the learning of the Romanian language and literature, through the financing of learning camps, creation of digital contents, etc. Adapted textbooks for teaching the Romanian language to minority students will be developed to meet specific needs and facilitate effective language learning.
Expanding the network of pilot schools
The government program also provides for the expansion of the network of pilot schools at the national level, in order to implement innovative educational interventions, new curriculum and teaching career models, new models of decentralized management, with the aim of increasing the autonomy and performance of pre-university education units and to ensure the resilience of the education system.
Other measures:
- Improving school counseling and guidance services, to support students in choosing their educational and professional path;
- Ensuring school counseling and career guidance for each student, by increasing the number of school counselors, ensuring access to assessment and career guidance tools and digitizing the educational portfolio;
- Collaboration with specialized entities to support schools/universities in providing quality counseling and guidance services;
- Supporting parents: counseling and support for parents in school, guaranteeing the framework for participation in school decisions, encouraging parent-teacher-student actions;
- Promoting ethics, integrity and safety in the academic environment;
- Strict application of the “zero tolerance” principle in universities to prevent and combat any form of harassment, including sexual harassment;
- Consolidation and development of early education;
- Simplification, debureaucratization and digitization of the education system;
- Reducing the number of documents requested in the didactic activity (files, minutes, reports, etc.);
- Reorganization of school inspectorates.
