The election campaign for the presidential elections began. How can the 11 candidates be promoted

With the onset of the campaign, the 11 presidential candidates must comply with several rules in trying to convince the electorate to grant their vote. The campaign started on Friday, April 4, at 00.00, and ends on May 3, at 7:00.

The rules they need to respect

In the 30 days of campaign, for promotion during the election campaign can only be used election posters with a maximum of 500 mm on one side and 350 mm on the other side. Electoral propaganda materials can be audio or video, broadcast by audiovisual media, they can be in the form of advertising in the written press, they can be online propaganda and brochures, leaflets and other printed materials.

Restrictions in the election campaign

In the case of advertising materials, it is forbidden to combine colors in a succession that reproduces the flag of Romania or that of another state, unless the succession is found in the electoral sign of the electoral competitor.

It is forbidden to use for electoral purposes of vehicles inscribed or chilled with campaign slogans or with images of the candidates, as well as with other references to electoral competitors, the use of vehicles that broadcast audio materials, in walking or stationary, organization of shows, celebrations, fireworks, the use of banners, mesh, advertising tents, advertising tents Mobile advertising, advertising flags, heels, advertising screens, directional advertising indicators, self -supporting advertising structures, means of advertising, advertising panels, special advertising projects, light advertising and any other electoral material that are not provided in art. 36 para. (2) of Law no. 334/2006, republished, with the subsequent modifications and completions.

All electoral materials must be removed in the vote and on the day of voting in the building headquarters in the country and on the respective building.

Changes for May Presidents

The presidential elections in May make several changes, both in terms of the campaign rules and the duration of the vote.

“Regardless of the means of distribution, including through the radio and television programs, as well as of the audiovisual media services, during the election campaign for the President of Romania in 2025, the political advertising materials distributed by the political actors must contain the following information (label):

a) an indication regarding the fact that it represents a political advertising material;

b) the candidate or the political formation at the request of which or on whose behalf it is prepared, placed, promoted, published, distributed or broadcast the political advertising material, respectively the name and e-mail address, as well as the candidate’s postal address, when it is publicly disclosed by him, or the address of the headquarters;

c) a mention that the political advertising material has been subject to techniques for targeting a target public or distributing advertising materials, within the meaning of art.3 pct.11 and 12 of Regulation (EU) 2024/900 of the European Parliament and of the Council of 13 March 2024 on the transparency and targeting of a target public in political advertising, when appropriate;

d) a mention that the amounts spent for the preparation, placement, promotion, publication, distribution or dissemination of the political advertising material come exclusively from the sources allowed by Law no. 334/2006, republished, with the subsequent modifications and completions;

e) as the case may be, a mention that the political advertising material has been the subject of an electoral promotion or a paid electoral promotion;

f) the unique financial agent identification code registered with the Permanent Electoral Authority”, States AEP.

The election program is also modified. The vote abroad will take place on 3 days. The first day of voting abroad will be May 2, 2025, between 7:00 and 21:00. The second day of voting in the diaspora will be May 3, 2025, between 7:00 and 21:00. The third day of voting abroad will be on May 4, 2025, between 7:00 and 21:00.

For the second round, the election campaign starts from the date of validation of the results of the first election round by the Constitutional Court of Romania and ends on May 17, at 07:00, applying the same rules mentioned.
