The health reform begins. What the package of measures contains prepared by Minister Rogobete: “It’s not about austerity”

The Minister of Health, Alexandru Rogobete, announced on Wednesday, August 20, the public debate on the document that brings the reform into the health system. “Respect for patients, dignity for medical staff, responsibility for hospitals – an absolutely necessary reform put in decision -making transparency,” he said.

“Health reform is not done with slogans, but with clear rules and courage to change the old practices. The Ministry of Health has put in transparency the project of an ordinance that brings concrete measures for patients and for those who run the medical units. Seriousness, for the final text to respond correctly to the real needs. Alexandru Rogobete said on FB.

Medical Consorti for Better Services

Hospitals will be able to associate each other for common medical activities, research, investments, but also purchases of medicines and equipment. It means more efficiently used resources and better services for patients, without unnecessary competitions between hospitals.

Managers evaluated on performance

I have often said that being a manager in a hospital is not a bonus, but a great responsibility. So far, performance criteria were outdated and did not reflect the true administrative and managerial efficiency. By this modification, we introduce clear management criteria, relevant performance indicators and a complete rethink of the way the competition is organized.

The managers will conclude contracts of maximum 4 years, evaluated annually on the basis of these clear indicators. If they do not reach their goals, the contracts cease.

Section chiefs with clear duties and responsibility

The heads of section, laboratory or medical services will have administration contracts with annual evaluation.

More affordable family offices and a consolidated role in the system

Family medicine is the pillar of the health system. All patients should be able to access the family doctor, and without our colleagues in primary medicine the system cannot work correctly. Therefore, it is essential to strengthen their role and status, both in society and in the health system.

Family medicine offices can set up at most two working points, if the requesting doctor provides a fractional program of at least 5 hours per week, in his basic norm or over it. In addition, from 2026 the financing of family doctors will be based mainly on the services actually granted to patients – 80% service payment and only 20% payment per capita.

Development of specialized ambulatory

The value of the point in the ambulatory increases to 6.5 lei from October 1 and to 8 lei from January 1. We invest directly in more accessible diagnostic and treatment services, so that medical problems are solved quickly, without unnecessary urgency.

European health card with extended validity

A simple but important measure that reduces bureaucracy and provides safety to patients when they need medical care abroad. Thus, we extend the validity of cards 10 years after issuing for pensioners over 65, respectively for children until the age of 18 years.

Transparent and performance -based financing for hospitals

A unitary methodology of allocation of funds is introduced, taking into account the volume and complexity of the cases, the degree of use of the capacity and the efficiency of the hospital. Hospitals will be financed correctly, based on real needs and medical performance.

Methodology will take into account clear criteria and goals:

-the preservation of the personnel expenses in the total expenses of the hospital;

-the power of the financial influences in the revenues of the hospital from the contract with the Health Insurance House;

-the power of the financial influences in the total salary expenses of the hospital;

-Indicators of activity and medical performance, such as the volume and complexity of the services offered, the degree of use of the capacity of the hospital and the efficiency of the use of resources;

-reporting the amounts allocated to the financial availability of the fund and the strategic priorities established for the financing of the health system.

“The methodology includes, as the case may be, special mechanisms for units that have a complex or strategic activity, such as those with national or regional/national role. Rogbete said.

All indicators will be established on the basis of the data reported monthly or quarterly by the sanitary units, which ensures transparency and predictability.

“This approach introduces performance as a central principle in the financing of hospitals: the resources will be allocated not arbitrarily, but according to the actual activity and the efficiency of each unit”said the Minister of Health.

Rogobete wants strategic hospitals

“In addition to these criteria, we introduce a new category – strategic hospitals. These are units with complex/regional/national activity, including with national health programs, which will benefit from special fund allocation mechanisms. The purpose is for these hospitals to receive financing correlated with the complexity of the activity and the real needs of the patients,” thus ensuring quality services “explained the Minister of Health, Alexandru Rogobete.

According to the minister, these measures are not mere articles of law but “Signs of respect for patients and doctors who work in good faith.”

“It is the beginning of a change that can no longer be postponed. The confidence is doing good! Thank you to the team of the Ministry of Health and those at the National Health Insurance House for the work done in the accomplishment of this legislative package. I also thank the unions, patient associations and professional organizations for the constructive ideas and the contribution to the outline,” concluded the minister.
