The mayor of Craiova announces that the Ministry of Development came with a proposal to reduce 13,000 positions in administration

The mayor of Craiova, Lia Olguța Vasilescu, said on Wednesday, September 17, that the Ministry of Development came with a proposal to reduce 13,000 positions from the local administration.

“It is a calculation that Mr. Cseke proposed, I suspect I know the figures very well, we will also make our calculations on each territorial administrative unit”, Said the mayor of Craiova, Lia Olguţa Vasilescu, after the technical discussions at the Victoria Palace.

She confirmed that in the second variant proposed by the Minister of Development, Cseke Attila were 13,000 positions that would be available in the administration.

We made a presentation, last week, immediately after the coalition session, in which we said that, if it is not done on the basis of a very clear analysis, of some approved minimum personnel schemes, we will reach the situation where many mayors will not be able to work.

And I refer here to the town halls of communes, where, if they do not have at least 10 positions, as we have done the estimation, they will not be able to work, because each official deals with something else.

One is the chief accountant, the other is the lawyer or the secretary, another deals with the agricultural register, another of urbanism and so on. So, for a town hall to be functional, there must be this minimum staff scheme ”said Lia Olguţa Vasilescu.

The mayor of Craiova also said that in the meeting he presented that no town hall resembles another, because, unfortunately, the law was so.

“In Sector 6, Mr. Ciucu has the sweeps placed in the personnel scheme, in Sector 3 Mr. Negoiţă has those who deal with the green spaces, in the operating scheme, we all have, after all, the sports clubs in the operating scheme of the City Hall.

So, in the end, where do we make these discounts? This is what I said in the technical meeting today, that it should be done, for the town halls that cannot provide, for example, the personnel expenses, a very clear payroll grid ”said Lia Olguţa Vasilescu.

She said that the Ministry of Development must make this staff grid, obviously.

“Here the ones from the commune have a problem, in the sense that in the localities that are close to the big cities they had situations where, if they did not offer a certain amount of money, the officials automatically leave them to the big cities. There are problems that need very, very well analyzed.”he said.

Consultations at the Victoria Palace on the Local Public Administration Reform

On Wednesday, September 17, the deputy prime ministers Marian Neacșu and Tánczos Barna and the Minister of Development, Public Works and Administration, Attila Cseke, analyzed together with the representatives of the mayors and county councils several aspects included in the draft law for the local public administration reform.

According to a statement sent by the government, one of the topics discussed was “The situation of the positions of the local public administration, in the context of the objective of reducing the expenses and increasing the efficiency of the activity.”

Also, the situation of the positions in the administrative-territorial units-the total number, occupied and vacant, as well as the distribution of services (the person’s records, the local police, European projects, etc.) was analyzed.

“This analysis shows the number of positions occupied according to the public services it offers, such as the person’s records, the local police, social assistance, ensuring the development of projects financed from European funds, etc.”explains the cited institution.

During the discussions, it was proposed to improve the staff grid according to the number of inhabitants and to resize internal structures to increase the efficiency of public services. It was also discussed the continuation of the financing of projects from national and European funds, prioritizing PNRR projects and ensuring predictability for the Anghel Saligny program.

Continuing investments from national and European funds was another topic on the agenda of today’s consultations. The representatives of the Government mentioned that the financing of the projects supported by PNRR will be prioritized and that predictability and transparency will be ensured to support investments in the Anghel Saligny program.
