The problem of the home address on the new bulletin has been solved: the Government’s solution

The government has announced concrete measures to resolve the complaints made by citizens in relation to the new electronic identity card (CEI), on which the home address no longer appears, although the institutions still request it. The authorities also presented solutions for other problems reported on the fara-hartie.gov.ro platform.

In a first step, complaints from the category were addressed “Passport and Identity Card”, one of the most reported on the platform, with over 300 complaints, according to a Government statement. Currently, the authorities are working on solutions for the main 21 problems reported by citizens, double the initial goal.

Deputy Prime Minister Oana Gheorghiu, together with CERB, initiated discussions with the General Directorate for Personal Records (DGEP), the institution responsible for the procedures reported by citizens.

“The first concrete result: DGEP issued a guideline addressed to all community public services for records of persons in the country, by which the official has the obligation to check the civil status data in the computer system himself, without making the takeover of the file conditional on the physical presentation of the documents. The measure is implemented starting from March 25, 2026”. it is shown in the press release.

For the issue of proof of domicile, the solutions are applied differently, institution by institution: banks have already received technical access to the database of the records of persons and no longer require the certificate, and a similar mechanism is being tested for notaries, being in an advanced phase.

As for the land deed extract, a new guidance obliges officials to query the ANCPI system directly, and the automatically generated extract is sufficient proof. The ownership document can only be requested in situations where the technical connection does not work.
