The College of Physicians announces on Sunday, through a post on its Facebook account, the fact that it filed a lawsuit against the National Health Insurance Company (CNAS), in order to send it the substantiation note regarding the 2025 budget and other information of public interest.

“The College of Doctors from Romania submitted the summons to the CNAS – National Health Insurance House requesting the court:
1. oblige the defendant CNAS to provide the CMR with the information of public interest contained in the substantiating Note of the budget of the Single National Health Insurance Fund, by areas of assistance, proposed to the Ministry of Finance for the preparation of the State Budget and the Social Insurance Budget for the year 2025 ;
2. to oblige the defendant CNAS to provide the CMR with the information of public interest consisting in the Projection/limits of the budget of the Single National Health Insurance Fund, sent by the Ministry of Finance for the years 2025 and 2026″. the Romanian College of Physicians sent on its Facebook account.
Just a day ago, on December 28, the same institution distributed an open letter to the National House of Health, in which it drew attention to the fact that the document sent by the CNAS to the college does not contain precisely the essential information requested, namely the substantiation note regarding the budget on 2025.
“CMR management wants to see in writing that CMR’s requests have been taken into account and transposed by CNAS in the relevant substantiation note. To this request, which we consider legitimate and closely related to the idea of transparency on which the CMR – CNAS relationship must be built (not friendship, not subordination, we want a fair partnership), CNAS representatives sent a document (after several requests, returns and notifications sent by CMR including in the public space) in which legal texts are invoked, but in practice they do not clearly respond to CMR’s request, namely – the substantiation note that CNAS made it for the preparation of the budget of the Single National Health Insurance Fund by fields of assistance, submitted to the Ministry of Finance for the preparation of the state budget and the social insurance budget for the year 2025, from which it can be seen that the CMR requests were taken into account” , sent CMR in the open letter to CNAS.
CMR requests clarifications regarding the signing of additional documents
Another dissatisfaction of the CMR is related to the fact that, although on November 13, a meeting was held in which it was decided to present to the Ministry of Finance some simulations on different variants of the value of the points, they were never presented to the representatives of the doctors.
“We note a major difference between the statements of CNAS representatives during the negotiations and the response sent to CMR on December 23, 2024”,
it is shown in the letter.
The College of Doctors requests clarifications for the process of issuing additional documents to the contracts for the provision of medical services in primary medical assistance and specialized outpatient clinics for the period January 1 – December 31, 2025.
“Explanations are needed for the reason for requesting the signing of additional documents to contracts for periods/calendar months in which the value of the point per capita and the point per medical service in primary medical assistance, respectively the value of the point per service in specialized ambulatory medical assistance for clinical specialties for the period 1 April 2025 – 31 December 2025. The address sent to CMR by CNAS on 24.12.2024 does not bring clarifications regarding the legal support of the employment of contracts for any period in which the value of the contract is not specified, a mandatory element of any civil contract”, it is also highlighted in the open letter.
