The Minister of the Environment, Diana Buzoianu, announced that he is analyzing the extension of the guarantee-return system (SGR) and other types of packaging, such as jars or milk cards.

“We look to expand this system, with other types of packaging. With the same type of equipment, because operators have already made investments. (…) We have to analyze exactly to make sure we do not do more harm than good.Diana Buzoianu told Antena 3 CNN.
The average of the quantity of packaging with the SGR symbol, returned by each Romanian from the launch of the guarantee-re-entry system until April 2025, is 17 kilograms, shows an analysis prepared by the Ecoteca Association, in partnership with Returo, and published on the Cumestăm.ro platform.
According to Anazei, the municipality of Bucharest runs the ranking, with over 33 kg of returned SGR packages/resident, twice as much as the national average. The capital is followed by the counties: Ilfov (29 kg), Constanța (27 kg), Brașov (22 kg), Cluj (21 kg), Timiș (20 kg) and Sibiu (19 kg).
Teleorman, Alba and Bihor counties are noted by values close to the national average, with over 16 kg of SGR packaging/inhabitant, an indicator of consolidating the return custom and outside the big urban agglomerations.
The official statistics show that, from the launch of the SGR until the end of April 2025, the Romanians have returned over 4.8 billion packaging, with a cumulative weight of almost 350,000 tons.
