A number of measures that could be quickly implemented and solved some of the problems in education, were presented by a great community. Digitalization, but which does not actually mean doubling the work of the teachers, and eliminating the degree, among the proposals.

The community that on this date has over 130 laureate teachers from public pre -university education, supported by businessmen and specialists from the NGO of education, presented a series of proposals for possible solutions for problems in education.

The approach comes in the context of Law no. 141/2025 regarding some fiscal-budgetary measures, a normative act with significant consequences on the quality of the educational act. As the criticisms of the measures promoted by the Government were constantly greeted with the reply “We also need solutions”, Merito has invented on the one hand the problems that miss the best in pre -university education, and on the other he indicated solutions, including proposals that can be implemented in the short term.

The proposals of the teachers in the community are based and argued starting from their experience of practitioners, on studies and analyzes investigated in the preparation of the public position and on consultations with colleagues from the system ”, mentions the representatives of Merito.

Distribution in education based on the media of the license, instead of the title

The didactic norm, a topic that has warmed the spirits and gives great headaches, even during this period, to the directors whose task is the recapture of the teachers after the modification of the teaching norm, should be addressed differently from how it is happening today. Merito proposes to carry out a detailed national audit of work time and specific tasks/disciplines, respectively the redefinition of the job description and the didactic norm.

A teacher of Romanian language and literature or other examination disciplines, for example, spends a considerable time with the correction of works, individualized training of students, training for exams, correcting works to county and national simulations, organizing competitions and Olympics; All this generates an imbalance compared to the work of a teacher from disciplines such as physical education or visual arts, for a similar number of hours to class. This discrepancy generates inequity, overload and affects the quality of teaching, because the tasks in the job description do not take into account these significant differences. The distribution of tasks in school is also related to the teaching norm, considering that what is happening after the 20 hours is equal, for each teacher. In addition, there are significant differences when it comes to the didactic degree. For example, a beginner teacher has the obligation to make lesson plans for all hours, compared to a teacher with grade II ”, signals merito.

The redefinition of the teacher’s job description should take into account the total weekly time interval 40 hours/week, of which a certain number of hours are teaching in the classroom, and the rest are allocated for the other activities, with a flexible but fair distribution.

A measure of which including the Minister of Education, Daniel David, mentioned is the elimination of the national degree exam as the main method of entry into the system. “As an alternative, graduates of higher education with the psycho-pedagogical mode can be distributed on the basis of the media from the license/master during the existing hours, to follow a remunerated teaching internship, under the guidance of a mentor, through a guided process, rigorous and with a thorough evaluation of both the internship and the quality of the guidance (the system), is shown in the announced proposals.

A paid internship and a clear road to the degree, based on real performance in the classroom, makes the profession more attractive for valuable graduates, explains community representatives. In addition, the elimination of this exam would reduce the bureaucracy, but also the costs. The teacher in this didactic internship would have continuously evaluated the mentor. Here, on the other hand, the current education system could have a problem, if the school does not have teachers prepared for the mentoring activity.

Merito also raises the problem of the acute crisis by the teachers in the stem fields, which is why he proposes measures to attract the students to go to the chair. Thus, one of the proposed measures is the granting of consistent scholarships for students from the Stem fields that choose the teaching career (for example, the state-guaranteed bank loans, extinguished by the state after passing the licensing exam in the teaching career and activating in the system for 3-5 years, otherwise becoming due and can be paid after 3-5 years). Alone, the measure could not have sufficient, other measures being: national strategies for promoting the profession through branding and public prestigious landmarks; partnerships between universities, authorities and schools for accelerated professional integration of young graduates; Guaranteed access to continuous quality and career development.

Digitalization in schools – the process that has in fact doubled the work of the teachers

Another measure aims to digitize in schools, but which really mean zero papers and not, as it happens today, that the staff in fact complement various forms in both electronic and paper. “The schools have the documents in digital format on their own platform and make available to the authorities when they are required, together with the introduction of a unified digital system for directors; additional, schools to use exclusively digital catalog, with autonomy in choosing platforms – it is essential that the digital catalog application can be accessed by the phone,” It is shown in proposals.

The merging of schools, a measure that is worked on even during this period, could lead to other issues. Two or more units, with the elimination of auxiliary and non -teaching staff, could bring a much larger volume for the remaining employees. What is proposed instead is the introduction of an educational coefficient of complexity for the calculation of personnel schemes in schools so as to take into account the specificity of each unit, a measure applied concurrently with the prioritization of the digitalization of school administrative services. On the other hand, Merito proposes to limit the maximum number of structures in the subordination of a director and the complete relief of hours according to the complexity of the unit, but also the compulsory financing of a position of coordinating secretary for the units.

Access to continuous training for teachers who work in educational units located over 200 km from a university center and the lack of jobs for beginner teachers, in the context in which the number of retirement teachers have increased in recent years, there are other problems for which solutions are indicated. Thus, in order to meet the training needs, summer schools, intensive courses between modules, hybrid courses with individual and partial physical presence, courses specially designed for a close school cluster, with a similar problem, while the integration of beginners in schools could be done by implementing an alternative, in the field, and mentoring for the teachers who go beyond the age of retirement, at the same time with the creation and promotion of titularized positions dedicated to young teachers, to encourage the reintegration of the new staff and to ensure the sustainability of the educational system.

Teachers in Romania do not have a teacher id, they cannot prove that they are teachers and there are situations in which such a teacher ID would be useful, noticing merito, giving the example of scientific museums in Europe where teachers can have free access or at a low cost because it is considered that the visit of a teacher to the museum is a documentation visit and has the potential to the family, even if the teacher does. Moreover, there are scientific museums that organize workshops and museum education activities especially for teachers, in which you cannot participate if you cannot prove that you are a teacher. In this sense, it is necessary to make a digital id of the teacher who contains all the information in the “personal file” and to allow teachers in Romania to benefit from all the professional development resources that the European Union offers.

Another problem addressed is to obtain own funds for schools, for which today there is a legal provision, but the excessive dependence on the approval of the local authorities (mayors) for use, the percentage retained by the income obtained from rents or the fears related to abuses discourages the initiatives of the schools to diversify their sources. In this sense, it would need clear and explicit changes in the legislation, considers merito.

What does not happen, neither in the case of schools nor in the case of school inspectorates and even the ministry, is the respect of the law of decision-making and fiscal-budgetary responsibility. All the educational units with legal personality, the school inspectorates and the Ministry of Education should publish semi-annually / annually, on their official (updated / centralized) sites the fiscal-budgetary information of public interest, in an open and easy to analyze.

The lack of financial transparency feeds the corruption and distrust of parents in school, obstructs public control and comparability between units, affects the efficient allocation of resources ”, draws the attention of merito. What should be done would be that all educational units with legal personality (schools, high schools), school inspectorates and the Ministry of Education to publish semi-annual/annually, on their official sites Easy to analyze about: the planned budget (on chapters and subchapters of expenses); detailed budget execution (what was spent, on what, at what price); The list of direct purchases, specifying the product/service, supplier and price; Own revenues (donations, sponsorships, rent) and how to use them.

Centralized purchases at county level to get better prices and quality products; Implementation of digital solutions for human resource management, evaluation of directors based on indicators adapted to the respective school (it is proposed to adopt the Portuguese model of “managerial performance contract”, signed between the director, the Board of Directors and IŞJ, valid for 2 years); The increase of at least 30% of the cost/student for the technological high schools, including by deducting the expenses incurred by the economic operators in the dual system; setting up/efficiency of regional technological campuses to serve students from urban and rural urban, with the involvement of economic agents; efficiency of public transport, through collaboration with local authorities; The establishment of a minimum national standard for mass schools that want or are designated to receive students with CES, a standard that will be an eligibility criterion for registering students with CES and for allocating the additional funds are other solutions to concrete problems reported in the system.

Merito mentions among the problems that should be solved with priority and the voluntary decentralization of the educational units. Thus, it is proposed to create the status of “School with consolidated local governance”, On the basis of application and evaluation, within these schools, the gradual transfer of administrative, financial and human resources (including direct employment of teaching and non -teaching staff, within budgetary limits) is to be assigned, to assign the direct budget to the school, with responsibility on performance criteria and annual audit, to include in the Board of Local Community ETC.
