The Federation of Free Trade Unions in Education (FSLI), the Federation of Trade Unions in Education “Spiru Haret” and the National Trade Union Federation “Alma Mater” categorically reject the proposal regarding the salary of education personnel, presented on August 11.
“This does not respond to the demands constantly supported by the representatives of employees and does not ensure the teaching profession its rightful place in the future salary hierarchy of the public sector”. specify the three union organizers in a statement.
During the meeting held at the Cotroceni Palace, two materials were presented regarding the draft Law on wages.
According to the quoted source, the first one contains a series of changes compared to the previous versions, including the granting, for the management, of a 10%, 15% or 20% increase from the reference value of 4,100 lei, depending on the number of students in the class, as well as changing the method of calculation for hourly payment, by reporting the basic salary to 120 hours, writes Agerpres.
For higher education, some rebalancing of the coefficients from the previous grids were carried out in the teaching staff area and it was accepted, for tutoring, a 10% increase from the reference value of 4,100 lei.
The second material proposes a salary scale with coefficients between 2.12 for the debutant teacher with higher education and 2.55, at grade 0, for the teacher with higher education, teaching degree I and over 25 years of experience, applicable scale starting from September 1, 2028.
For higher education, the salary scale proposes coefficients between 2.12 for the university assistant – with up to 3 years of service and 4.05 for the university professor with more than 25 years of service – at grade 0, with application starting from September 1, 2028.
The discussions started at the Cotroceni Palace continued at the Ministry of Labor, without, in the end, identifying a solution for the essential problem: the salary scale, the release states.
“Although some of the presented corrections partially respond to the problems reported by the trade union federations, they do not change the fundamental problem of the project: the level of ranking coefficients and the positioning of teaching staff in the new salary scale. We continue to support a salary scale in which the ranking coefficients for teaching staff are between 2.10 and 2.90. Only in this way the career evolution, experience and responsibility professional will be reflected in real wages, and the teaching profession will regain its attractiveness“, specify the three trade union organizations.
For higher education, the unions continue to support a salary scale in which the ranking coefficients for teaching staff should be between 2.25 and 4.05, values that also include the allowance for the scientific title of doctor, the document also states.
The current budgetary constraints cannot determine the final level of the coefficients and, implicitly, the place that education will occupy for the following years in the public payroll system. If the Romanian Government does not assume a grid that correctly reflects the value and responsibility of the work of the education staff, the Parliament has the moral obligation to either adopt the grids proposed by the education unions, or to reject the Bolojan Government’s project, the release states.
