The Federation of Romanian Transport Operators (FORT), a member of IMM Romania, requests the Parliament to amend article 2, point 11, of Law no. 162/2026 regarding the temporary adjustment of the excise duty on fuels depending on the market evolution and to introduce a real control of the capping of the commercial addition, declared, on Tuesday, the president of the organization, Beniamin Lucescu.
“Law 162 does not cap the commercial surcharge. That’s why traders, fuel distributors, can raise the price as much as they want. We request in this way the Parliament, not the Government, which cannot issue an ordinance, to amend the legislation and correct article 2, point 11 of Law 162 on 2026 to introduce real control over the capping of the commercial surcharge”said the president of FORT.
He added that the Federation also asked the Competition Council “to verify the composition of prices and margins between July 1 and August 1, 2026”, especially since the president of the competition authority mentioned that, by the end of this month, he will publish a report on this topic, writes Agerpres.
“FORT requests the normalization of prices and profit margins in the field of fuels, so that they reflect the real evolution of the market and do not affect the Romanian economy. Where do these excessive profits go? We request the Parliament, the Government and the Competition Council: the urgent analysis of the formation of speculative fuel prices, over the last 20 days; measures to increase transparency and real competition on the market”. said Beniamin Lucescu.
Transporters claim that, while the price of a barrel of oil is far below the highs reached during the conflict in the Middle East, diesel in Romania has reached historic prices.
“Costs have decreased, but this is not reflected in the price at the pump. Instead, Romanian transporters, companies and millions of consumers bear increasing costs, and the entire economy loses competitiveness”explain the FORT representatives.
According to the Ministry of Finance, the temporary 20% reduction in excise duty on standard diesel is applied, between August 16-31, 2026, following the analysis of the market indicators provided by the mechanism introduced by Law no. 162/2026. The measure responds to the significant increase in international quotations and pump prices and aims to limit the pressure on the population and the economy.
