The Minister of Labor, Florin Manole, said on Thursday, July 3, that over 1.7 million Romanian pensioners will be affected by the Government’s decision to impose CASS payment for pensions over 3,000 lei.
Manole stressed that “ 2,911 million pensioners will not have to pay any additional leu following this legislative change ”.
“In short, a pensioner who has a pension of 3,100 lei will have to pay 10 lei, and a pensioner with a payment of 15,000 lei will have to pay 1,200 lei at CASS. For pensioners with pensions under 3,000 lei does not apply CASS‘, explained the Minister of Labor,
However, 1,782 million pensioners will pay CASS, according to the Minister of Labor, Family, Youth and Social Solidarity.
The official explained that a pensioner with a pension of 3,100 lei will have to pay a contribution of 10 lei.
“I do not think that any contributory pension is great, regardless of the amount, it is a right that arises from the life contribution of a person. We have to continue the prices of the basic food. It is very important to refer to the figures presented by the Minister of Finance regarding the increase of the tire for the payment of pensions, over 40%”said Florin Manole.

“I know it’s very hard”
The Minister of Labor was asked if a person can be maintained with 2,700 lei per month, the level of the average pension
“I worked on the minimum wage on the economy when I came to Bucharest as a student and since then I know that it is very difficult. If I and PSD always militants for increasing the minimum wage and the pension point”, Replied the minister.
Asked how to reach the threshold of 3000 lei, from which the Romanian pensioners will be affected by the Government’s decision, Florin Manole said that the threshold of 3,000 lei was a decision of the Bolojan Government: “It is over the average pension ”.
The food allowance will be granted for gross salaries of up to 6000 lei
The minister also stated that the salary revenues remain at the level of December 2024 until the end of the following year while the food allowance in the amount of 347 lei will be granted, in the new austerity conditions, to the salaries of up to 6,000 lei monthly and will be extended until the end of next year,in order not to increase the number of employees in the budget system and therefore the related expense “.
“Another important topic is that it is reduced to increase the basic salaries for those who work on projects financed from European funds from 50% to a maximum of 35%. It is, therefore, a decrease of 15% and a performance criterion is added, that the increase is granted only during the period contracted in the project and not for the extension of the implementation period” “said Manole,
The minister also said that the special service pensions, nor the value of the reference point will not be updated, until the end of 2026.
We recall that several ministers of the Bolojan Cabinet explained on Thursday, July 3, in a press conference the package of fiscal measures announced by Prime Minister Ilie Bolojan, which includes measures such as the general VAT increase to 21%
