“Until the end of 2023, all the contracts provided for in the PNRR for the health sector have been signed, which allowed the Ministry of Health to manage over 3,200 financing contracts. This achievement was possible primarily due to the simplification of methodologies. From the previous position of advisor to Minister Rafila, Rogobete led the PNRR team and had a major contribution in setting up a simple and non-bureaucratic methodology for attracting European money. The Secretary of State also contributed to the finalization of the funding guidelines for digitization”it is stated, on Friday, in a press release.
The State Secretary of the Ministry of Health responsible for the implementation of the PNRR, Alexandru Rogobete, says of the money received that it is the “last train” of improving the Romanian medical system.
“If we don’t use this money correctly, transparently and for the benefit of patients (historic sums for Romania) to develop hospitals, to increase the safety of patients and the medical act, we have no chance”he declared.
According to the data of the Ministry of Health, 69 specialized outpatient clinics (compared to the initial 25) will be renovated, following the signing of the financing contracts, at the end of March 2023. Starting from March of the same year, works were signed and started for the construction of 27 of hospitals throughout the country, part of a larger portfolio that includes over 3,500 projects in the Health sector, according to News.ro.
In March, Minister Rafila signed three contracts for the construction of hospitals, worth 500 million euros, with a deadline of 2026. These are the Regional Institute of Oncology in Timisoara (1.2 billion lei), the Municipal Hospital from Lugoj (750 million lei) and a new building for the maternity hospital in Arad (580 million lei).
Last year, the works for the regional hospitals in Iasi, Cluj and Timişoara also started.
“2023 was the year seven radiotherapy centers were commissioned, and the last of them, located in Ploiesti, is to be completed soon. We are talking about essential medical units for the treatment of oncological patients.
The construction of the cerebrovascular pathology center in Cluj-Napoca is in full swing and, once completed, will significantly contribute to specialized treatments in the neurological field.
At the Burn Center in Timișoara, works are progressing, including the construction of a heliport, which will improve the ability to quickly intervene for patients with severe burns”the press release also states.
Also in March 2023, over 80 million euros were allocated to the development of complex digital systems for the National Health Insurance House (CNAS), according to the release.
“Currently, we are talking about projects of 150 million euros in progress, already directed towards the digitization of administrative, financial, logistic and clinical flows in more than 200 health units. 50 million euros were allocated for the digitization of the health administrative apparatus and another 50 million euros for the development of a complex telemedicine system.
In total, more than 350 million euros will be invested in the acquisition of software and hardware systems for the transformation of the entire administrative process into a digital format”the officials of the Ministry of Health also sent.
