The decision adopted by the BEC regarding the conduct of the electoral campaign for the parliamentary elections

The Central Electoral Bureau adopted in the meeting on Thursday, September 19, a decision regarding the measures for the smooth running of the electoral campaign for the elections for the Senate and the Chamber of Deputies in 2024.

In this year’s parliamentary elections, the electoral campaign starts on November 1, 2024, at 00:00, and ends on November 30, 2024, at 7:00.

It is forbidden to continue electoral propaganda after the end of the electoral campaign.

By the continuation of electoral propaganda after the end of the electoral campaign is meant: displaying, launching or distributing electoral materials of any type that refer to the elections for the Senate and the Chamber of Deputies in 2024; the broadcast of electoral messages that refer to the elections for the Senate and the Chamber of Deputies from 2024 in audio, visual or mixed format on digital screens located in public, private places or by means of specially arranged vehicles; advising voters to vote or not to vote for certain candidates in the 2024 Senate and Chamber of Deputies elections“, explained BEC, on Thursday, in a statement.

At the same time, after the end of the electoral campaign, the maintenance of electoral content related to the elections for the Senate and the Chamber of Deputies in 2024, which was published during the electoral campaign on websites and online social media platforms and which is not the subject of active promotion paid for the display of said content after the end of the electoral campaign, does not constitute a continuation of electoral propaganda after the end of the electoral campaign.

“After the conclusion the electoral campaign in the elections for the Senate and the Chamber of Deputies in 2024, the continuation of electoral propaganda that refers exclusively and unequivocally to alaws for the President of Romania from this year does not constitute a continuation of the electoral propaganda after the end of the electoral campaign in the parliamentary elections”BEC also shows.

What is prohibited and when

Also, in the period between the end of the electoral campaign and the end of voting, the organizers of events of any kind and their participantsu can carry out propaganda actions ELECTION. It is prohibited granting or formulating the promise of granting benefits and rewards of any kind for voting participation.

The integrity of electoral boards, posters and other electoral propaganda materials placed in authorized places is ensured by the mayor, with the support of the local police or, in localities where the local police are not established, with the support of the Ministry of Internal Affairs.

In the elections for the Senate and the Chamber of Deputies in 2024, the mayors provide electoral competitors with electoral boards distinct from those placed to ensure electoral display places in the elections for the President of Romania this year. On an electoral board, each political party, political alliance or organization of citizens belonging to national minorities participating in the elections, as well as independent candidates, can apply a maximum of two electoral posters. Electoral posters that combine colors in a sequence that reproduces the flag of Romania or another state are prohibited.

At the same time, the use for electoral purposes of vehicles inscribed or stuck with campaign slogans or images of candidates, as well as with other references to electoral competitors, the use of vehicles that broadcast audio materials, moving or stationary, the organization of shows, celebrations, fireworks, the use of banners, meshes, advertising tents, advertising pavilions, mobile advertising panels, advertising flags, shields, advertising screens, directional advertising signs, self-supporting advertising structures, advertising means, advertising panels, special advertising projects, illuminated advertising and any other electoral materials that are not provided for in art. 36 para.
