It is a great boil in pre-university education, since Minister Daniel David has presented the conclusions of the diagnosis report and announced that the teachers will be evaluated every five years, which can change their state of employees for an indefinite period. Basically, the didactic licensing would replace the final in pre -university education, and those who pass the exam with grade over 7 should no longer have to repeat the degree, as today, but can be presented at the competitions organized directly by the schools. But there are also unclear.

Some holders are so dissatisfied with the news that they have even initiated an online petition asking for the resignation of the Minister of Education. The new news is received with optimism by the teachers who have passed for years through the degree exam, have obtained grades over 7, but still have the status of substitute, because there have not yet appeared.
For them the good news is that, after supporting the license, the note over 7 allows them to present themselves at competitions organized directly by schools, or in recruitment centers. Moreover, they can occupy positions with viability for a fixed period, and after the annual evaluation, if the positions remain viable, they can become employed for an indefinite period. This mechanism is similar to the possibility that today the candidates who support the title have and occupy a substitute position, are evaluated after a year and can be employed on the viability of the position, the so-called “two steps”.
What the minister announced
“The diagnostic report of education and research in Romania. Present achievements and implications for new reforms in the field ”or the QX ratio, explains that at this moment the title system has certain advantages, such as stabilization of teachers and flexibility of transfers, which must be kept, instead it has disadvantages, and the main is that the procedure must be repeated too often by some candidates who do not obtain the degree only because there are no announced positions.
On the other hand, the positions for a fixed period, says the report, “They are not protected by the quality of the educational act of the one who occupies the position and cannot be transformed into positions for a period of time based on the quality of the educational act of the one occupying the position.” Therefore, the current system is not a suitable one.
What does the ministry propose instead?
“The central idea is That the positions for a fixed period, which are not reserved under the law, are treated in the Tenure-Track logic, these can become positions for an indefinite period according to their viability and the quality of the teacher (evaluated by the main beneficiaries) “,, is shown in the report.
The QX report also details the stages of employment according to the procedure that will be implemented in the following years:
o In stage I, the ministry organizes a national examination for licensing in education annually;
o All candidates who obtain at least note 7 become licensed in the teaching career, according to the law, and automatically have the right to occupy an indefinite position in the system. The exam should not be repeated, admission to the teaching career is done only once;
A licensing can participate later, at any time of career, in the competitions for the available positions, organized by the school units. The competitions can be organized at the level of the school unit or in a competition center that brings together several school units that do not have the resources necessary to organize the competitions (eg infrastructure, qualified human resource), after a framework methodology that will be established by the ministry;
o All positions available in the school units, for an indefinite period or for a fixed period, with a complete didactic norm or with a minimum of 50% of the complete didactic norm, is publicly announced by the ministry;
o free-period free positions may be reserved under the law or non-reserved (tenure-track);
o positions that are not announced as available at the competition are not budget if they appear later, except in exceptional situations (eg the legal exit from the system, for an indefinite or determined period);
a licensing that obtain a position for a fixed period retains its post if its viability is extended annually by the school unit, provided a positive internal evaluation, organized according to a framework methodology established by the ministry;
a licensing that obtain a position for a fixed period – Tenure -Track – retains its post for an indefinite period, with the agreement of the school unit, based on an internal evaluation, organized according to a framework methodology established by the ministry, if it becomes viable through the criteria for the indeterminate period;
o Those employed for an indefinite period (holders) are evaluated on the basis of minimum standards every 5 years;
An unsatisfactory qualifier for the teacher will lead to free compulsory training, completed with a rigorous evaluation – if this evaluation is not passed for two years, the contract will no longer be for an indefinite period. This provision is also the one who gave birth to the most comments among teachers, the main fear being that the evaluation, made by the representatives of the school and, among others, and based on the feed-back from parents (practically, this produced the highest irritation) and colleagues, could be vitiated;
o In the second stage, the positions not covered in the first stage of licensees are taken to the competition and can be attended by all those who in the licensing exam in the teaching career have taken between 5 and 6.99 in the last 3 years, occupying them as substitutes;
The stations remaining not covered and after the second stage are offered in the payment regime by each school unit, according to a procedure that will be established by the ministry.
The questions that are asked
Licensing in the teaching career is a concept introduced in the new laws of education, so it is not an absolute novelty. Moreover, in 2027 the universities would “produce” the first licensed who qualify specifically for the teaching career. In the first year of admission, 2,000 seats were available for this program. Insufficient, considering that annually, says the Secretary General of the Federation of Education Trade Unions “Spiru Haret”, Prof. Ionel Barbu, leave the system by retirement between 7,000 and 9,000 teachers. Moreover, surely the system will not be able to deliver 2,000 graduates prepared only for the teaching career, because there is also abandonment among students, there will be situations where candidates do not get a note over 7.
Licenses with grades over 7 will subsequently present at a degree contest which, according to the data presented so far, will resemble the degree that has been piloted in Romania over 20 years ago, when certain schools, considered representative, could organize their own competitions. But then it was no success.
Unclear at this time is whether the licensing exam can be taken several times, considering that only a note over 7 gives the candidate the right to practice in the pre -university system for an indefinite period.
On the other hand, considering that for the route that is completed with the didactic licensing, they were available at the admission in the academic year 2024-2025 only 2,000 seats, and the need is much higher, most likely to occupy the positions in education will be able to participate further and the graduates who have already taken the final exam (which will be replaced by the degree).
The people in the system expect to resort to even other formulas to attract the qualified workforce in the system, as is the case, even if the main actors would be those with teaching license. This is how today, for example, in the case of the personnel coming from production (especially engineers) and who are active in dual education for which the system has not found resources among teachers.
