The Minister of Education and Research, Daniel David, presented on Monday, May 19, 2025, the QX report – a broad diagnosis on the Romanian educational system and a plan for important changes in the next period.

The minister had promised this diagnosis from the beginning of his term and announced a week and a half that he would present it on the next day the second round of the presidential elections.
Electronic catalog, in all schools in Romania
An important objective announced by Minister Daniel David is the generalization of the electronic catalog in all schools in the country. Currently, about one third of the educational units use this modern scoring way, financed from various sources.
The minister said that the Ministry of Education completes a project that will allow the mandatory implementation of the electronic catalog in all schools. “I know that many appreciate the electronic catalog, and we want to generalize it to ensure easy transparency and access “said Daniel David.
The electronic catalog provides students with online access to their school situation, and parents can have special accounts to track real -time notes and absences, from any device connected to the Internet. This measure aims to facilitate communication between school and family and increase parents involvement during the educational course of children.
Functional illiteracy – a national security issue
An alarm signal is the high level of functional illiteracy: almost half of the high school graduates are facing serious difficulties in the correct understanding and use of written information. Minister Daniel David considers this situation “a national security problem”, stressing that this crisis affects the economic and social potential of the country.
Holding changes: National Teaching Licensing Examination
Another important point of the report aims to reform the title exam. Minister Daniel David recognized both the benefits and the limits of the current system. “As a holder you are more protected, it is easier to circulate from one school to another – but there are also disadvantages, the bureaucracy and the fact that valuable people get to repeat the degree exam “explained the minister.
To improve the system, Daniel David proposes to replace the degree with a national didactic licensing exam, organized in zonal centers, similar to medicine residency. This change would offer a more stable and fair frame for young teachers.
Olympics risk losing its essence
Minister Daniel David drew attention to how school Olympics once a landmark are sometimes used as “ways to avoid certain examination or admission procedures in an educational level, which is not a good thing ”. This situation can affect transparency and equity in access to higher education and teaching career.
Inequalities and solutions for the rural environment
In order to combat the inequalities between the urban and rural environment, the QX report proposes to set up educational campuses that bring together students from the more isolated areas, giving them access to qualified teachers and, where necessary, accommodation. These campuses will contribute to increasing the chances of children in the countryside to benefit from a quality education.
Proposals for reform in education
From the reform of the degree and the rethinking of the teacher’s status, to the reorganization of the students’ evaluation, the revision of the Olympics and the relaunch of the research, the document draws clear directions for a deep transformation of the system. The QX ratio is not only an analysis of the harsh realities in education, but an invitation to action. It offers a solid basis for more coherent public policies, focused on competence, equity and performance.
The ministry announces that the report will be coordinated with the “Education & Skills)” report), which will be made public by OECD on May 27, 2025, in the Romanian Academy.
